The Volunteers under UNITeS have to adapt to the rules of

Context of the Assignment
KIT has put recycled computers in 120 schools, most of them
with Linux, and has networked 20 labs (LTSP), engaged in providing
dial-up access. The tasks ahead of the project are to help
schools maintain the equipment, develop/identify Linux educational
shareware, train teachers to use it and build their capacity,
and promote sustainability of labs. KIT seeks volunteers to
accomplish some of these tasks, working together and under
direction of KIT staff in Goa.

SchoolNet Africa is an independent, pan-African non-government
organization headquartered in Johannesburg, South Africa.
SchoolNet Africa is an African learning network set up to
support national schoolnets to enhance learning and teaching
through the use of ICTs.
SchoolNet Africa is an African-led, African-based, pan-African
school networking organisation.
SchoolNet Africa works with national schoolnet projects in
up to 30 African countries. National schoolnets in turn have
established partnership arrangements with Government Ministries
of Education, Telecommunications and Broadcasting; the private
sector, the development sector, teacher bodies and civil society
organizations.

with the United Nations Economic Commission for Africa (UNECA),
the Open Society Institute for Southern Africa (OSISA) the

Strategic Goals
The SchoolNet Africa business plan identifies the following
strategic goals for the next three years (February 2002 to
March 2004:
- Support the development of national school networks throughout
Africa.
- Facilitate the provision of basic connectivity for schools
across Africa by campaigning for affordable bandwidth for
African schools.
- Facilitate capacity building and know-how for integrating
ICTs in education.
- Support the development of local education content on an
ICT platform.
- Build partnerships and collaboration between government,
NGOs, telecommunication operators, private sector, donor agencies
and other stakeholders both nationally and regionally.
- Monitor and evaluate the use of ICTs on school education
in Africa.
- Collect, develop and disseminate information and resource
materials relevant to school networking.
- Provide strategic inputs into policy development in support
of school networking.
- Increase awareness and understanding of the potential of
ICTs in education.
Operation Dot Learn
To give effect to the above-mentioned goals, SchoolNet Africa
has launched its OPERATION DOT LEARN program which focuses
on seven flagship projects to be implemented over the next
three years.
• Campaign for affordable bandwidth for African schools:
This project recognizes the high costs of connectivity in
Africa and links the promotion of the use of computers in
schools with the development of sustainable systemic solutions
which includes subsidized access to the Internet for African
schools as a policy prescription.
• Connecting African schools:
which promotes best practice connectivity models in 12 African
countries.
• SchoolNet Champions Capacity Building:
which promotes the development of leaders to champion national
school networking programs as well as building capacity in
Africa for the sustainable development of school networking
in Africa
• Building a Knowledge Warehouse:
which will serve as a central repository of information relating
to school networking in Africa.
• Developing Online Curriculum:
in 6 pilot African countries.
• ThinkQuest Africa:
an African chapter to an international web competition for
learners.
• Researching ICTs for Education:
through research on the schoolnet experience and the educational
potential of ICTs.
• African Teachers’ Network ( ATN):
which works to establish an active network of teachers from
a diverse variety of African schools which serves to strengthen
the educational capacity of African educators through collaborative
projects
The placement of the three volunteers forms an important initiative
in a medium to longer term objective to build capacity and
skills in Africa and to provide the international community
with an opportunity to partner with us towards this endeavour.
The volunteer placement program forms a crucial component
of our SchoolNet Champions Capacity Building flagship project.
SCHOOLNET AFRICA TERMS OF REFERENCE TO UNITeS
SchoolNet Africa accepts to receive 3 volunteers to be based
at its headquarters in South Africa and its national SchoolNet
partners in Mozambique and Nigeria for the stipulated six
month period during 2003.
The one volunteer would be placed as an assistant project
officer with SchoolNet Africa and the other 2, as technical
personnel at SchoolNet Mozambique and SchoolNet Nigeria. The
details of the placement requirements are outlined below.
SchoolNet Africa volunteer placement requirements
The skill requirements of the three volunteers are:
a) Volunteer One: Project Officer and Technical
Assistant – Sud-Àfrica
The assistant project officer at SchoolNet Africa should have
the following skills:
- Ability to read, write and speak English ( compulsory)
- Ability to read, write and speak French and/or Portuguese(
added advantage)
- Facilitation skills
- Project management skills
- Networking skills
- Programming skills
- Familiarity with ICT environment
- Cultural sensitivity and understanding
In addition, the prospective candidate should be able to work
with a team in an environment that fosters democratic participation.
Job Description
The job description of a prospective volunteer placement will
include the following:
- Assist project officer with the African Teachers’
network project
- Assist with developing the technical platform and content
for the Teachers Centre which is part of the education portal
established by SNA
- Assist with liaising with the core team of teachers in the
African Teachers Centre based on a set program of activities
b) Volunteer Two and Three: Technical personnel
– Nigéria I Moçambic
The skill set for the technical volunteers include:
- PC maintenance and repairs
- Linux administration
- Networking
- Training and support
- Communication skills
Building Technical capacity is a component of the SchoolNet
Africa program over the next few years and a volunteer with
technical expertise would be invaluable to the ambitious capacity
building program that SchoolNet Africa has embarked upon.
Job Description
The job description of the prospective volunteers will include
the following:
- Building Technical capacity by training
- Working with networks ( building, maintaining, support)
- Providing good feasibility technical solutions/ideas
Accountability and management
Whilst the 3 volunteers will be working in 3 different countries
and with a range of pan-African online teams, they will be
accountable to and work under the supervision of the Project
Officers in Mozambique and Nigeria and will work under the
direction of the SchoolNet Africa Executive Director.
SchoolNet Africa has an established performance appraisal
system which accommodates regular meetings and feedback mechanisms
to ensure efficient and productive delivery of tasks as well
as job satisfaction. The prospective volunteers will also
be subject to the performance appraisal system.
Working Conditions
One of the volunteers will be based at the SchoolNet Africa
head office in Braamfontein Johannesburg, South Africa. The
others will be based at the national schoolnets in Mozambique
and Nigeria.
SchoolNet Africa and its national schoolnet partners offer
an exciting working environment.
The three volunteers will be required to subscribe to SchoolNet
Africa’s human resource policy and procedures in general
and for temporary employees in particular.
Accommodation and Transport
SchoolNet Africa and its national schoolnet partners undertake
to find and cover cost for a secure home for the volunteers
in close proximity to the offices and public transport routes.
2.5 Orientation
SchoolNet Africa and its national partners (in Nigeria and
Mozambique) undertake to provide a thorough orientation program
for the first week of the arrival of volunteers. Most of SchoolNet
Africa’s colleagues speak English and French/Portuguese,
which means that if the volunteers only have English as a
first language, they would be suitable.
The orientation program would include:
- Aspects relating to the history and culture of the Southern
African and Nigerian environments as well as that of the rest
of Africa.
- Background, program and organisational structure of Schoolnet
Africa.
- Visits to SchoolNet South Africa, a local national partner
of SchoolNet Africa.
- Information on living arrangements, transport and security
in the respective countries.
- Information pertaining to social environment in Southern
Africa with particular reference to the prevalence of HIV
and Aids.
Evaluation
SchoolNet Africa undertakes to monitor and evaluate the work
and performance of the volunteer and maintain regular contact
with UNITeS in Bonn in this regard.
Experience with volunteer placements and youth employment
The Executive Director of SchoolNet Africa has acquired experience
with working with visiting volunteers in the past. She has
facilitated a major program between Netcorp and the International
Development Research Centre’s (IDRC) Acacia program
with involved 18 Canadian volunteers being placed in South
Africa during her two-year employment at IDRC. This experience
has allowed the Executive Director to gain significant insights
in ways to make the volunteer program work.

Welfare and Development Foundation) - a non-profit, community
development and social services organization.

by Act, No. 8 of 1998 in Sri Lanka as a Voluntary Social Services

Structure:
Democratically elected Board of Trustees comprising 38 members,
is responsible to the General body that consists of 1020 members
in the villages of Malamulla, Kiriberiya, and Wanduramulla.
Executive Committee of 07 members, 26 Zonal Representatives,
and 05 Advisory Board members are responsible to the Board
of Trustees. Two independent auditors are responsible for
the General Body through Managing Secretary. Executive Committee

Introduction:
Malamulla Bauddha Bala Mandalaya (MBBM) or Malamulla Buddhists
Welfare and Development Foundation is a non-profit and non-governmental
organization formally established in 1991 as a community-based
organization. Since then, membership has grown to 1020, a
mixture of gender but with a preponderance of women.
MBBM has its main office at Malamulla Sudharshana Bimbarama
Temple. A few buildings for health clinic, language education,
rural library, Information Technology Training Center have
been built at the temple premises.
The present Chairman of the MBBM is most Venerable Morakandegoda
Dhammarathana Thero who dedicates his time and effort for
the development of the MBBM.
Target Group:
1020 School children in three rural villages, 825 students
have already been registered for computer literacy training.

A few Volunteers to teach Information & Communication
Technology.
Lodging could be managed. Identity proven volunteers are warmly
welcome to the Center as trainers/ teachers of I.T. and English
language. Volunteer teachers will definitely be delightful
in calm and peaceful temple environment, and being with rural
enthusiastic school children.
Since the task of training our school children on ICT fits
within the mission of UNITeS to build ICT capacity for development,
University volunteers are welcome to our Center. We have selected
10 educated school leavers to be trained as permanent trainers
at our center by university volunteers. So when your university
students leave, the trained youth take the responsibility
of training.
• Terms of Reference (TORs) for the Tasks to be carried

Task 1: Teaching/training ICT lessons to
school children in a group
basis at the center,
Task 2: To help school children to improve
their logical thinking,
reasoning, and reading & writing abilities,
Task 3: To train the educated school leavers
who will continue with the
training after the university volunteers have left.
Task 4: To develop training material to be
used by the new trainers
Working hours: From 09.00 to 22.00 hours in shift basis.
09.00 - 13.00 hours ICT training for School leavers / educated
youth,
15.00 - 17.00 hours ICT training for Schoo children,
19.00 - 22.00 hours ICT training for employed personnel.
Each student registered will be allocated minimum 02 hour
per week. Each volunteer gets 20 Students at a time on a rotation
basis. Each volunteer teaches about 15 - 30 hours per week,
and 01 hour at a time. The schedule will be discussed and
decided together with the volunteer upon arrival. Each day
of teaching is proposed to be divided to the above tasks by
the trainers themselves upon the situation.

Volunteers should be physically and mentally fit/ healthy
to perform the tasks
Skilled students/ volunteers; male volunteers will reside
at the temple, which is inhabited by male monks; for female
volunteers lodging can be arranged at another place, most
probably with a family; young age 16-30, pleasing personality,
open-hearted, learned, self-adapting personnel are required.
Regarding the profiles of the volunteers, it will be preferable
to have at least one or two with training background, and
one or two female candidates.
• Ideal duration of Assignment for the project.
4 volunteers for 6 months. (If possible another 4 volunteers
for another 6 months after the first group left.)
•Free Accommodation for the volunteer has to be provided
by the host organization. What type of housing are you going
to provide (apartment, stay with a family etc.)?
Free accommodation is provided at the Temple premises - a
calm and quiet environment. If a volunteer prefers, arrangements
to stay with a family can be organized.
• Normal living cost per month (room and board, movies,
transport, drinks etc..)
Room and board cost is not incurred since the volunteers are
provided with lodging upon their choice- either stay with
a family or in the temple premises.
USD 7 is good enough for food per day per person if he/she
buy meals from a hotel, but, we can arrange the food with
a family or a person with less costs.
Public transport mode - buses can be taken in front of the
center to the
nearest town of Panadura - a sea faced city, 05 Kms. away
from the Center.
Very attractive yellow sandy beach and blue sea in the city
of Panadura will definitely be attractive to the volunteers.
Restaurants, guest houses, hotels and various recreational
activity places can be found in the city and alongside the
beach. USD 4 is good enough as transport cost per month per
person for two way per day to the city.
As a non-profit, community organization we cannot offer salaries
or allowances. We can arrange food on very reasonable terms
close to the center. Since the center is located and accommodation
is provided at the temple premises, drinks etc. should be
avoided by the volunteers inside the premises.
Since there is thriving need of English language and ICT skills
in our area, employed personnel and youth can be organized
for training on payment basis. Then, volunteers can earn their
living cost and additional income for additional expenses.

A trip/ excursion of volunteers with school children during
their stay to see the places of interest in Sri Lanka will
be offered free of charge.
Provision of very low-cost food of volunteers' choice will

The safety of the volunteers is guaranteed and assured while
their stay with us.

OneWorld Africa works in a very high Tech environment often
requiring its internet connection and LAN to be operating
smoothly in order for programme managers to implement their
work in promoting the use of Information Communication Technologies.
There is a constant need to ensure the normal function of
the Internet Gateway (Routers, Vsat Satellites or wireless
equipment), and offer guidelines for improving the efficiency
of the OWA LAN.
OWA has developed a number of partner services that will promote
partners organizations use of information packaging and dissemination.
These will need the services of additional staff for its implementation.
These tasks relate to maintaining a help desk on partners
technical issues (support and advise on web hosting, FAQ online
sessions,

a) Maintenance of LAN (40%)
- preventive maintenance services, such as reconfiguration
and defragmentation of drives, carry out performance tests

Free Accommodation for the volunteer has
to be provided by the host organization. What type of housing
are you going to provide (apartment, stay with a family etc.)?
Apartment.
Normal living cost per month (room and board,
movies,transport,drinks etc..)
Approx 500 us dollars/ per month.
Will any material/training be offered?
Orientation to OWA, and Zambian culture.
