Awareness-raising in Social Economy and Cooperativism

Can social companies help local governments to enforce their social and occupational policies? Researchers from the Universitat de València have wondered this question, and they all agree that cooperative societies and other enterprises contemplated in the Social Economy Act seem the most suitable organisms to offer local services, as well as to promote employment within the territory. This implies an intermediate route between pure market and direct public service provision, but mainly, the money and effort a municipality revert to them, generating more employment and wealth.

In fact, the services are provided by the citizens or the owners or suppliers, which clings to occupation within the scope. That allows the enforcement to satisfy collective needs by those interested through joint consideration, supported by the local government and, additionally, it avoids the citizens’ taxes to be directed to big enterprises, the ones who channel the benefits obtained outside the territory.

From all that is aware the European Union itself, which has stated the convenience of promoting this type of firms, specially at a local level. In this seminar, organised by the Office of the Vice-Principal for Territorial Projection and Participation of the Universitat de València with the collaboration of the Caixa Popular, benefits given by the use of social enterprises will be analysed in order to allow City councils develop their policies, and also the different formulas they could use to the direct or indirect management of local services by Social Enterprises, to boost self-employment or to favour social and occupational insertion.
