Professor and Doctor in Organic Chemistry from the Complutense University of Madrid. As a result of Felipe Gonzalez’s victory in general elections of 1982, he is in charge of different responsibilities in the fields of Education, Science and Technology and participates in the creation of laws that compose the educative system of the democracy.
