Lorenzo Cotino, Full University Professor of Constitutional Law at the UV. Andrés Boix, Tenured Professor of Administrative Law at the UV. And Francisco Arenas-Dolz, Professor of Moral and Political Legal Philosophy at the UV.
The new policy requires that new social expressions, civil society, social movements and collective subjects take part in the process of making decisions that affect them. Institutions and rules have to collect these new movements, but not in a banal or apparent manner. Despite the fact that there is so much talk about participation and little talk about people who participate, internet, web 2.0 and the policies of "open government" may be real stimuli for participatory democracy.
