Researchers of Universitat will contribute to the design of intellectual property and competence policies in Peru

Universitat de València, through the 0,7 Una Nau de Solidaritat programme and with the collaboration of the Pontifical Catholic University of Peru (PUCP) as a local counterpart, developed a project in the Andean country with which it has contributed to the improvement of designing more efficient public policies in the field of intellectual property, which is commemorated every 26t April by United Nations.

Thanks to the announcement of the 0.7 programme, by the Vice-Principal of Internationalisation and Cooperation, and to the support of the General Foundation of Universitat de València, a group of experts of this academic institution, directed by Commercial law professor Felipe Palau, achieved to satisfy the demand of some specialists in the field of intellectual property, and to develop empirical interdisciplinary researches and to introduce them in the teaching of intellectual property and Competition law.

According to Palau, they arrived to this point when they detected a number of lacks “of specialists in intellectual property in different disciplines, of multidisciplinary approach, of empirical studies on the impact of the intellectual property in business development, of bibliographic material and database management”.

The responsible teaching staff of this project found this problem out after keeping a long academic trajectory with its local social entity. “The relationship started with some first research placements, we collaborated in the “Industrial community design and its incidents in small and medium-sized enterprises” project and we worked together in this project of legal regulation in Andean countries”, said professor Felipe Palau.

The goal of this project of Valencian co-operation titled “Intellectual property and business development policies in Peru” was, according its kingpin, “to contribute in existing a better understanding on the dimension of its intellectual property rights so that any competent persons can take decisions in designing more efficient public policies in Peru”.

Both collaborating universities were conscious of the social role they fulfil, as for the role the intellectual property rights have and its competence to be able to use them as a tool for designing more efficient public policies. In this way, Palau examines that “The governmental institutions are the first interested ones as the count with people who have the best knowledge of intellectual and competence property, and the university students are the first workers of public institutions and other economic sectors. A higher recruitment of students in this area will make possible the elaboration of public policies oriented to the business development, oriented to the sustainability of human development and it will relieve poverty of the region”.

This is the reason for why experts of Universitat de València and of the Pontifical Catholic University of Peru, with the collaboration of the World Intellectual Property Organization (OMPI), the European Patent Office (OEP) and the Max Planck Institute for Intellectual Property and Competence Law, provided the new perspectives to Perviane education on this matter, besides generating quality support which allow economic, politic and social actors in Peru take informed decisions.

Universitat de València 0,7 Programme

The 0,7 Programme A Nau of Solidarity, which the Internationalization and Co-operation Vice-Principal of Universitat de València will call, is directed by the 0’7 Commission created in 1995, with the aim of establishing the general acting lines regarding to co-operation for the development of Universitat de València. It also aims to distribute a 0’7 budget - which can be obtained from the 0’7 of the budget of Universitat, as for voluntary character of the 0’7 of its staff salary and of the students enrolment rates -among the diverse programmes of co-operation; to control and to supervise this budget; and to prepare and resolve the calls of self co-operation projects.
