It is the governing body of the University.
In accordance with Article 88 of the University Statutes, it is made up of the Rector, the Secretary General, the General Manager, 3 members of the Board of Trustees that are not part of the university community and 50 members of the university community distributed as follows: 15 are appointed by the Rector, 20 are elected from the University Senate (12 are from the teaching and research staff, 3 are from the administration and service staff and 5 are students). The remaining 15 members are representatives from deans, research institute and school directors and departments. The deans and school directors that are not part of the Governing Council are entitled to attend and participate but are unable to vote.
