It is the highest representative body of the University of Valencia.
It is made up of the Rector, who presides, the General Secretary, the General Manager, and 300 members selected by the electoral process among the university community, as follows:
- 153 elected representatives from the teaching and research staff who are public employees (PhD)
- 38 elected representatives from the remaining teaching and research staff
- 75 elected student representatives, elected yearly
- 4 elected representatives from research grantholders
- 30 elected representatives from the administration and service staff
