ENGLISH VERSION OF THE
C OPTION FOR THE ARTICLES 15 AND 16 OF THE STATUTES OF EUPV,
IN WHICH A PROPOSAL OF PROPORTIONAL WITH OPEN LIST AND GUARANTEE CLAUSE ELECTORAL SYSTEM IS SPECIFIED, AS FOR THE DISTRIBUTION OF PLACES AS FOR ITS ORDINATION:
(approved by the VIIth Assembly of EUPV at 3 December 2000)

Article 15-3: substitute the section for:

" a) In anyway, candidates can be presented by a percentage to be determined of the affiliated people or of the delegates accredited in the Assembly, percentage which cannot be greater than its number divided by the double of the number of placed to be elected. Closed and blocked candidatures can also be presented by the Commission of Candidature or by a 3% of the affiliated people or of the delegates accredited in the Assembly, which will have to contain between a minimum of the 25% and a maximum of the 100% of the places to be filled by the election and to respect the norms relative to the parity between sexes.

  b) The electors can opt either for voting in an open list between every presented candidates (individually or inside some closed candidature), by indicating its ordinate preference until a maximum equal to the number of places to be fulfilled, or, where appropriate, for voting a closed candidature without any alteration.

 c) In case that closed candidatures have been presented, first the places to be elected will be distributed between these and the open list where appropriated, proportionally to the number of received vots, by the system of main rest. In order to assign the places which correspond to the open list,  a punctuation inversely proportional to the double minus one of its number of order in each received vote in open or closed list (see annexe 1) will be gived to each candidate not yet elected, and the candidates which obtained a greater total punctuation will be elected, respecting in any case the norms relative to the parity between sexes. In case of draw, the option which imply a greater equilibrium of sexes will have preference, and in case of equality will be solved by raffle."
 

Article 16: substitute it for:

" a) The election of the candidatures to be presented by   EUPV in the institutional electoral processes will be realized according to the criteria and procedures indicates in the sections a and b of the article 15 in the questions relative to the presentation of candidatures and the voting.

  b) In case that closed candidatures have been presented, a first ordination will done between these and the open list, proportionally to the number of received votes, by the system of Saint Lagué (system of main quotient with odd divisors). If there are votes in open list, the final ordination will be determined according to the total punctuation of each candidate by the procedure described in the section c of the article 15, so that who belonged, where appropriated, of a closed candidature, can keep the position which had corresponded him or her for it or improve its position according to its total punctuation, respecting in any case the norms relative to the parity between sexes. In case of draw, the option which imply a greater equilibrium of sexes will have preference, and in case of equality will be solved by raffle."
