ASPERA ROADMAP WORKING GROUP GUIDELINES / MANDATE

BACKGROUND

1. This document is a guidance note concerning the production of the ASPERA Roadmap.

2. ASPERA is an ERANET project funded by the EU under Framework Programme 6 and is designed to consolidate, harmonise and improve co-ordination and networking between national funding agencies across Europe. The ASPERA collaboration comprises 17 national funding agencies in Europe which are responsible for funding Astroparticle Physics research. The collaboration also includes one transnational agency CERN.

3. ASPERA includes five major workpackages (including management of the project itself). These range from establishing an understanding of mode of operation and current practice across the national funding agencies, through production of a Roadmap, ways and means of linking major infrastructures, to the implementation of an electronic infrastructure and communication system amongst the agencies.

4. A key deliverable for ASPERA is the production of a scientific Roadmap for Astroparticle Physics in a European context but also taking account of the world context. A Roadmap provides a basis for a collective approach to Astroparticle Physics in Europe and paves the way for potential collaborations amongst agencies and within academia.


WORKING GROUPS

5. Whilst ASPERA benefits from the involvement of the participation full-time staff of the national agencies there is a clear need to involve the wider Astroparticle Physics academic community. This is particularly so in the case of an ASPERA Roadmap.

6. In the first instance seven Working Groups (WGs) have been convened in the following topic areas of Astroparticle Physics. [Over time the precise titles of the Working Groups may change as the task evolves. Also the Working Groups may choose to meet together or even merge to best meet the needs of the task.]

3. High Energy Cosmic Rays
4. High Energy v
5. Dark Matter direct detection
6. Gravitational Waves
7. Low Energy v and Proton decay


7. The general instruction/request to the Working Groups is to take part in drafting the ASPERA Roadmap using the draft Roadmap document prepared by the ApPEC Peer Review Committee as source material. The most recent draft is available at,

8. The memberships of the Working Groups were suggested by the representatives of the national funding agencies which comprise ASPERA.

9. The convenors of the Working Groups may be selected by consensus or election whichever the membership prefers.

10. Working Groups may incorporate additional expertise as necessary to assist discussions.

11. It is the intention that Working Groups meetings include selected PRC members to assist with discussions.

12. The Chairman of the PRC intends to attend as many WG discussions as his diary permits.

13. Individual Working Groups should co-ordinate their work with other Working Groups if necessary.

14. The task of the Working Groups is expected to be completed with publication of the Roadmap Phase II January 2008.

TIMETABLE

• 6-8 November 2006 First meeting of Working Groups, Valencia

• December 2006 – January 2007 WGs to provide input to PRC Draft Roadmap

• Early January 2007 re-drafted PRC Roadmap document (Phase I) circulated to WGs/PRC members for final comment

• February 2007 Phase I Roadmap published and to be made available on the ASPERA website, www.aspera-eu.org

• January – April 2007 WGs/PRC members meetings to refine information for Phase II of Roadmap document

• May-July 2007 Final meetings of WGs in consultation with the members of the PRC in specially convened workshops in order to develop coherent output across the WGs, by for example ensuring the consistency of the information content.

• 20-21 September 2007 Roadmap Workshop Amsterdam, WGs, ApPEC, PRC, for discussions on current status of Phase II documentation and feedback prior to publication of the Roadmap document Phase II.

• November 2007 re-drafted Roadmap document (Phase II) circulated to WGs/PRC members for final comment

• Phase II Roadmap published January 2008


15. Roadmap deliberations began in Valencia in November 2006 and the Working Groups with the assistance of ApPEC PRC members have provided input to the initial PRC draft for final production of the Phase I document in January 2007.

16. Following publication of the Phase I document, the seven groups will continue to meet with PRC members and work through 2007 to extend the consultation to give detail to the Phase II Roadmap on estimated costs, manpower, timescales, milestones, deliverables and profiles. This kind of information on individual projects should help WGs prioritise projects within their specific topics.

17. There will be further prioritisations, likely led by the ApPEC Steering Committee and the other national agencies which will take a global view of all of the priorities across all of the specific topic areas. The end result is expected to be a final ASPERA Roadmap document, published by July 2008 (Phase III).


THE TASK

18. The ASPERA Roadmap looks ahead to 2018.


19. The specific instructions to each of the Working Groups are to,

19.1 Identify the sections of the PRC document relevant to their respective topic areas in Astroparticle Physics.

19.2 Identify and include for consideration any topics in Astroparticle Physics not covered by the existing documentation.

19.3 Identify the technical challenges set by future facilities and infrastructures and thus the R&D that will need to be addressed for the science goals to be realised. Also the meetings should identify themes and elements of the ASPERA Roadmap (including enabling R&D) which are common across all of the WG topics and which may help in identifying processes that may be linked across the topics (e.g. High Energy processes including photons, neutrinos and charged cosmic rays).

19.4 Recommend areas of activity in the scientific Roadmap where industry has expertise and should be involved.

19.5 Estimate the scale of the academic communities needed to construct and to exploit future facilities.

19.6 Recommend priorities within the specific topic areas including priorities for an R&D programme.

19.7 Identify issues and activities where each Working Group’s Phase II scenario would lead to modified, or more specific, conclusions compared to the Phase I document. Prepare a contribution to a Phase II Roadmap document [in line with its own findings and recommendations] to include information on timescales, cost (including manpower), major milestones deliverables, and funding profiles.

20 Two questionnaires and a set of excel data tables have been prepared to help the Working Groups compile and present their information. These questionnaires and tables accompany this guidance note.

21 Each of the questionnaires and the excel data sheet are for the individual Working Groups to complete and are intended to help the WGs gather and structure their information.
