On 8 May, the Technical Session of the State Conference of University Advocacy (CEDU) took place at University of Valladolid, attended by UV’s grievance trustee and vice-trustee. The first speaker, Teresa González Ramírez, is an Education Research and Diagnosis Methods professor in University of Seville, focused on “Hate speech in universities and the addressing of advocacy”. Then, the results of CEDU’s consultation about the effects of hate speech in advocacy activities were presented and began the debate. After that, the sesión focused on administrative support profiles in advocacy. University of Valladolid’s assistant advocate María Muñoz presented CEDU’s poll results followed by a debate on the matter.

University Injustices and Ombudspersons Syndicates Network of the Valencian Community (SIDUV)

On May 2024 the University Injustices and Ombudspersons Syndicates Network of the Valencian Community (SIDUV) was established. It brings together the University Injustices and Ombudspersons Syndicates from both public and private universities with its headquarters in the Valencian Community and with the objectives of sharing university issues, promoting debate, organising joint activities and contributing to the improvement of university quality in Valencian universities. This network held its first meeting on July 2024, hosted by the UMH ombudsperson, José Francisco González Carbonell. During this meeting, the network’s courses of action were addressed and it was agreed to hold a conference on mental health, which will take place in Valencia on September 2024.

REPORT ON THE 2022–2023 ACADEMIC YEAR

Today, Prof. Belén Cardona, Ombuds Officer at the Universitat de València, presented a report on the activities of the Ombuds Office during the 2022–2023 academic year to the University Senate. The report covers the transition of two work groups: one that has completed its mandate and another that has just begun. Therefore, it reflects the activities carried out by the Ombuds Office team led by Prof. Adela Serra, whose leadership has been and continues to be an example and guide for us. It also encompasses the activities of the new team, specifically from 23 February 2023.

The Ombuds Officer of the Universitat de València and her assistants attended the XXV National Meeting of University Defenders, which was held at the University of Las Palmas de Gran Canaria from 25 to 27 October 2023. One of the lectures, “Relations of the University Defenders with the new channels and bodies for conflict resolution in the University”, was given by the Vice-Secretary of the Universitat de València, Andrés Boix, and was moderated by Belén Cardona, Ombuds Officer at the Universitat de València.

III MEETING OF THE IBERO-AMERICAN NETWORK OF UNIVERSITY DEFENDERS (RIdDU)

The Ombuds Officer of the Universitat de València attended the III Meeting of the Ibero-American Network of University Defenders (RIdDU), which was held in Rio de Janeiro (Brazil) from 20 to 22 September 2023, and organised by the Federal University of Rio de Janeiro. The programme of the meeting can be found in the attached link. XIV Meeting Xarxa Vives

On 6 and 7 July, the ombudsman of the Universitat de València attended the 14th Meeting of Ombudsmen and university mediators of the Xarxa Vives, which was held at the Universitat Rovira i Virgili, Tarragona. The Meeting began on Thursday afternoon, with a speech by the Principal of the University, Josep Pallarès Marzal, followed by a speech by Francisco Zapater Esteban, who spoke on behalf of all the previous ombudsmen. Friday's session began with a talk titled El estudiantado universitario hoy: ¿en qué ha cambiado? (University students today: What has changed?) by Ramón Llopis Goig, Professor of Sociology at the Universitat de València. The session continued with a round table discussion on the Implementation of the "Law of University Coexistence", with an introduction by Encarnació Ricart Martí, Trustee of the URV, and Víctor Merino Sancho, Commissioner for Equality, Diversity and Welfare of the URV. This was followed by a speech by the Ombudsman of Cataluña, Esther Giménez-Salinas i Colomer. The conclusions and proposals were presented by the URV's ombudswoman and José A. Moreno Villanueva, the URV's representative on the Standing Committee of the Xarxa Vives d'Universitats.

Election of the new Ombudswoman

At the Senate meeting held on 22 February, Dr. Belén Cardona Rubert, Full University Professor of Labour Law, was elected Ombudswoman, after Dr. Adela Serra Rodríguez's mandate came to an end. We would like to congratulate Dr. Belén Cardona and wish her all the best for this new phase. We would also like to thank Dr. Adela Serra and her team, M. Teresa Collado, Marcos Durá and Paula Sala, for the great work carried out during her term of office.

Executive committee and CEDU Technical Conference. University of Alcalá.

The ombuds officer attended the meeting of the Executive Committee of the CEDU, held at the University of Alcalá on 26th May. At the meeting, among other matters, information was provided on the organisation of the next State Meeting of University Ombudsmen, to be held at the end of September at the University of Santiago de Compostela. The following day, the Ombudswoman and the Deputy Ombudswoman attended the Technical Seminar, organised in two parallel sessions, which dealt with the following topics: "Effective measures of access for people with disabilities in the PDI", aimed at Ombudsmen and Ombudswomen. "Tactics and techniques in the reception of complaints in the Ombuds' Offices", aimed at administrative and service staff. The conference ended with a guided tour of the Principal of the University of Alcalá.

CONFERENCE ON "MEDIATION AS A TOOL FOR CONFLICT MANAGEMENT AND RESOLUTION"

The Ombuds officer of the Universitat de València participated in the Conference on "Mediation as a tool for conflict management and resolution", which was held on 4 March in the Conference Hall of the Faculty of Law, organised by the Culture for Legal Mediation Chair UV-GV, under the direction of PhD professors Silvia Barona and Ana Isabel Blanco, and the secretarial work of professor Sonia Rodríguez. The conference consisted of three sessions. The first session was on "Conflict and how it affects our daily lives", and was led by Dr. Pilar González and Dr. Lucía Llinares, both full university professors of Social Psychology at the UV. The second session dealt with "Mediation in education and its projection in young people", by Dr. Carlos Caurín (co-director of the UV's specific Master's Degree in Coexistence and School Conflict Resolution and coordinator of mediation at the San Vicente Ferrer Secondary School in València) and Prof. Dr. Marta Talavera (co-director of the UV's specific Master's Degree in Coexistence and School Conflict Resolution). In the third and last session, the University Ombuds officer of the University of Castilla-La Mancha, Prof. Dr. Ágata M. Sanz, and the Ombuds officer of our University, Prof. Dr. Adela Serra, discussed the topic "Mediation as a tool for conflict management and/or resolution at the University".

23nd State Meeting of University Defenders at the University of Cádiz

From the 10th to the 12th of November, the XXIII State Meeting of University Ombudspeople took place at the University of Cádiz, attended by the ombuds officer and vice-officer of this Universitat. The programme was divided in three sessions, structured in talks and work groups. The first session was on the 10th and it was about “mediation/conciliation”, with a talk on “Mediation in the Andalusian Ombudsperson”, in the charge of Mrs. Marina Otero Reina, head of the Mediation area of the Andalusian Ombudsperson. In the second and third session, held the next day, topics on “the mutual respect in the management of complaints” were analysed, with a talk by Dr. Severiano Fernández Ramos, full university professor of the Administrative Law area and general secretary of the University of Cádiz, and “challenges and possibilities of the new face-to-face version in the University”, with a talk given by Dr. Mª Paz Prendes Espinosa, full university professor of the Educational Technology area in the University of Murcia. On the 12th, two General Assemblies were held along with the elections to the CEDU’s presidency and executive committee. The CEDU’s elected president was the ombudswoman of the University of Valladolid, Milagros Alario Trigueros, and the elected member of the Executive Committee was Adela Serra Rodríguez, ombuds officer of our Universitat.

22nd State Meeting of University Defenders at the University of Valladolid

From 2 to 4 October, the 22nd State Meeting of University Defenders was held at the University of Valladolid, attended by the regional ombudswoman and the ombudswoman’ assistants. The Meeting was started by the dean of the University of Valladolid, Antonio Largo Cabrerizo; the procurator of the Commonwealth of Castilla y León, Tomás Quintana López, and the president of the State Conference of University Defenders (CEDU), Antonio Ángel Ruiz Rodríguez. The first talk was given by Juan Díez Ballesteros, from the University of Alcalá de Henares, and dealt with “Prudencia debida vs actuaciones intermedias de los Defensores” (Due Prudence vs. Intermediate Actions of the Defenders). On Thursday, October 3, Capitolina Díaz, from the Universitat de València, discussed the topic “Género y carrera profesional en la Universidad” (Gender and professional career at the University), and José Antonio Tardío, from the University of Elche, talked about “La situación actual del reglamento disciplinario: desigualdad de trato entre estudiantes” (The current situation of the disciplinary regulations: inequality of treatment between students). On the last day the General Assembly of the CEDU was held, during which the association's governing bodies were renewed, and the new CEDU president M. Cecilia Gómez Lucas, defender of the University of Alacant, was elected, to whom, from these lines, we would like to congratulate.

En la sessió del Claustre de la Universitat de València celebrada ahir, 18 de juliol, va ser elegida vicesíndica de greuges d'Estudiantat Paula Sala Ivars, estudianta del Grau en Medicina. Pel que fa al personal d'administració i serveis, va ser elegida vicesíndica de greuges M. Teresa Collado Martínez, adscrita a la Facultat d'Economia. Des d'ací els volem traslladar la nostra felicitació i agraïment per la seua disposició, esperant que el seu pas per aquesta Sindicatura els resulte gratificant i enriquidor. Enhorabona!

12th Meeting of Ombudsmen and university mediators of the Xarxa Vives

The ombudswoman of Valencia attended the 12th Meeting of ombudsmen and university mediators of the Xarxa Vives on 11th and 12th July at the Universitat de Barcelona. The meeting focused on mental health in the university environment and started with a workshop for exchanging experiences in the management of records in which mental health is a relevant factor. Then, there was a panel of discussion call “The university community and mental health: three approaches” with the involvement of Carmina Saldaña García, professor of Personalities, Assessment and Psychological Treatments and director of the Psychological Clinic of the UB; Inmaculada Cruz Lahoz, medic of work and chief of the unit of Medical Services of the UB; David Lucaya Montes, technician of risk prevention of the Office of Security, Health and Environment of the UB; and Jordi Molina Àguila, technician responsible of the programmes of integration of the Service of Student Attention of the UB. Finally, the attendees participated in the debate in which the main conclusions of the meeting were reached.

Technical Conference at CEDU in the Polytechnic University of Madrid about “Active Listening”

Last 9th May, the Síndic de Greuges attended a Technical Conference on Work in the Polytechnic University of Madrid about “Foundations and basic attitudes in Active Listening”, by Dr Consuelo Santamaría. Active listening is a complex ability that requires training and that is fundamental in any situation where an aid relationship is stablished. The consideration for the person in conflict is above the conflict itself. Because of that, focusing on the person is a guarantee which helps accepting their own responsibilities, as well as benefiting the personal well-being. In order to carry out this ability, it is necessary to start off basic attitudes, and it is in that context that this training activity promoted by the CEDU falls into.

XI Meeting of Síndics de Greuges (Ombudsman), university defenders and mediators of the Xarxa Vives

The trustee of Greuges, Elena Grau, and the deputy of trustee of Greuges, Consuelo María, attended on 12th and 13th July to the XI Meeting of Greuges representatives, defenders and mediators of the Xarxa Vives, developed in the frame Fòrum Vives, with the participation of 13 universities of the Xarxa. Jorge Olcina, director of the Ciudad de Alicante seat; the university defender of the UA, Mª Cecilia Gómez, and the principal of the UV, Manuel Palomar, opened the meeting. The first speech, entitled “Student participation in the incidents management of teaching activity. The MISTRAL procedure of the UPV”, was given by the president of the Students Council of the UA, Edgar Martorell, and the student delegate of the Universitat Politècnica de València, Pablo Alcaraz. They explained the method and tool given by the UPV for students to transfer incidents related to teaching activity. The second speech was presented by Mª José Rodríguez, vice-principal of Social Responsibility, Inclusion and Equality of the UV. Her speech was about “inclusion as an indicator of excellence in the University”. Finally, the General secretary of the UA, Esther Algarra; the regional councillor of Transparency, Social Responsibility, Participation and Cooperation of the Valencian Government, Manuel Alcaraz and the university defender of the UA, Mª Cecilia Gómez, were in charge of the closing ceremony of the Meeting.

Executive Committee and Technical Conference at the University of Salamanca

On 10 and 11 May, the University Ombuds Officer attended the meeting of the Executive Committee of the Confederación Estatal de Defensores Universitarios (CEDU), of which she is a member, and the CEDU Technical Workshop, both organized by the University of Salamanca and coordinated by its University Ombudsman, José Luis Sánchez Barrios. The Working Session revolved around the theme "Protection of personal data: principles, new regulations and their impact on the university environment". It started with a round table discussion, which focused on the legal and technical aspects, followed by three presentations, which dealt with new developments in the principles of personal data protection and the rights of individuals; new obligations of the data controller and the processing, and the impact of the protection of personal data on the university environment and the obligations of the university. The debate ended with another round table discussion on the university community in the face of information security and the protection of personal data.

The Valencian Community's Ombudswoman (Síndica de Greuges) attended the days 8, 9 and 10 November to the 20th State Meeting of University Ombudspersons that was held in the city of Cuenca and organised by the Universidad de Castilla-La Mancha. On the 8th, it was addressed the issue about the intellectual property at the University (PDI and PAS), while on the day 9th it was focused on the academic freedom and the role of the University Ombudspersons.

On 14 and 15 September, the Síndica de Greuges attended a meeting of the Executive Committee of the State Confederation of University Defenders (CEDU) celebrated in León. Among other topics, the preparation of the 10th State Meeting of the CEDU was also discussed. It is organised by the University of Castilla-La Mancha and it will be celebrated in Cuenca from 8 to 10 November. They also worked on the preparation of the 10th Assembly of the CEDU and the Presidency elections and Executive Committee.

Avui dijous se celebra a Madrid, a la seu del carrer Quintana de la Universitat Rey Juan Carlos I, una reunió de la Comissió Executiva de la Conferència Estatal de Defensors Universitaris (CEDU). Entre altres temes, es tractarà la pròxima Trobada de la European Network for Ombudsmen in Higher Education (ENHOE), que tindrà lloc a Estrasburg, del 28 al 30 de juny de 2017, i també es prepararà la XX Trobada Estatal de la CEDU, que se celebrarà a la Universitat de Castilla La Mancha (Conca), del 8 al 10 de novembre de 2017. Així mateix, demà divendres tindrà lloc, a la mateixa seu, una Jornada de Debat on es tractarà la crisi de drets en les universitats i la labor de les defensories universitàries.

Appointment of Elena Grau as a member of the CEDU’s Executive Committee

On 2 and 3 March, a meeting of the Executive Committee of the State Confederation of University Defenders (CEDU) was celebrated in the University of Las Palmas de Gran Canaria. In the event, the appointments of Ángel Antonio Ruiz Rodríguez (Defender of the University of Granada) and Elena Grau Almero (Receiver of Greuges in the Universitat de València) as vocals of the Executive Committee to fill the vacancies left in the last months were celebrated. They will occupy these positions until the election journey in the next State Meeting.

The ombuds officer presented yesterday the report of the activities carried out by the University Ombuds Office during the 2015-2016 academic year to the Senate of the Universitat de València. The ombuds vice officers, Mª Consuelo María López and Óscar Moreno i Delgado, also attended the meeting.

The Ombuds Office and the vice officers attended the 9th Meeting of university grievance Ombuds officers, defendants and mediators within the Xarxa Vives d’Universitats, on 7 and 8 July, at the Universitat Oberta de Catalunya (UOC). The activity developed within the frame of the Forum Vives and counted with the participation of 25 representatives from the 14 universities within the network.

On 3 and 4 July 2014 the Meeting of University Ombuds Officers of the ‘Xarxa Vives’ took place at the University Pompeu Fabra of Barcelona, counting on the attendance of the ombuds officers of the UV. The topics treated during the working sessions have been the following: 1. ‘Sapere aude: university ethical codes geneses. 2.’Cartographying chaos: A normative proposal against plagiarism and lack of professional ethics in the university frame’.

On 12 and 13 September took place in the University of La Rioja the 8th Meeting of Ombuds Officers of the Grupo 9 of Universities, where the Ombuds Officer of the University of Valencia participated as President of the CEDU, in this meeting was dealt with tuition fees, failures, scholarships and holding regulations.

On 5 July, 2013 was held at the Balearic Islands University the Annual Meeting of Ombuds Officers of the Joan Lluís Vives Network, which the Ombuds officer attended, the following topics were dealt in this meeting: Panel discussion 1: Chiaroscuros of teaching assessment by teaching staff; learned lessons and reflections. Panel discussion 2: the fraud in the teaching assessment process.
