What I have
done on EFC?
In relation with EFC I have participate in several R & D projects
and other activities. I am currently a reference in this subject at international level:
- From the begining of the 90's to year 2000, I was involved in all
the
phases of the CARDME
project dealing with all issues related EFC (from administrative to
technical issues). This project finished with a proposal for EFC transaction based on
DSRC (Dedicated Short Range
Communications).
- In paralel I was alos involved in the A1 R & D project where was
proposed oner transaction from the DSRC manufacturers point of view.
- This experience was key factor for a contract with the Chilean
motorway Vespucio Norte Express for study and assessment of a proposal
for EFC free flow from Raytheon and Q-Free.
- Moreover I have been involved as evaluator of European
R & D projects in the V & VI Framework Programmes.
- Alos I was the co-ordinator
of the Expert Group on
Certification nominated by the European
Commission to prepare a report and call for tender on the creaton of a
network of certification ceters for the European Electronic Toll
Service (EETS).
At Spanish level,
I have been involved in several task funded mainly by the Spanish
Ministry of Transports and Public Works:
- I have organised 5 seminars related to EFC in
years 1999, 2002, 2003 &
2004. the last of them in year 2005 was realted to the digital
tachograph and the weight in motion.
- I have participate in a study on the different technologies for
EFC. Infrared technology could
be highlighetd in this study because we assessed it has been not
extended as much as it could taking into account the advantages in from
microwaves. You could have more information in this item with the paper:

- We have done an study on the most important physical parameters
of DSRC at 5.8 GHz.
Finally
we have just finished an application on roadpricing based on location
via satellite (GNSS) and celullar networks (CN) for coomunications
jointly with the University of Murcia.
