Re-use of public sector information: beyond Open Data

On 18 May, at 12 p.m., the PAGODA Chair and the Microsoft Chair for Privacy and Digital Transformation are organising the online conference-seminar on "Re-use of public sector information: beyond Open Data" given by Ricard Martínez Martínez, professor of Constitutional Law and director of the Microsoft-Universitat de Valencia Chair for Privacy and Digital Transformation.

The conference-seminar takes place within the framework of the Open Administration Week 2022 of the Spanish Government.

The transposition of the Open Data Directive has led to a significant reform of the Public Sector Data Re-use Act. However, open data environments face significant restrictions when it comes to processing anonymised personal data or data subject to other legal limitations. This significantly limits the potential of re-use for research and entrepreneurship, creating asymmetries that particularly affect public university research and entrepreneurship in small and medium-sized enterprises. On the other hand, the very dynamics of traditional Open Data environments raise doubts regarding the purpose of data use, attribution and traceability of such uses.

The “Data Governance Act” Draft Regulation of the European Union opens up new opportunities for the construction of data repositories that serve the public interest and the common good and are capable of overcoming current obstacles.
