Challenges for Valencian administrations in security, regulation and digital transformation

The future brings three blocks of challenges to Valencian public administrations that must count with the support of TIC equipments. Public computer systems as well as women and men supporting it are destined to design an institutional nervous system that will be crucial for organisations and for the whole citizenship. These challenges could be defined as the regulating one, the safety and integrating in a third of global nature one; and the one of the digital transformation.

1. The regulatory challenge.

The recent normative development will have a significant impact on the needs of normative compliance and safety in Valencian administrations. Among those impacts, it is necessary to think about the Laws 39 and 40/2015 of Administrative Procedure and Legal Regime of the Public Sector or the General Regulations of data protection.

These regulations force to find a new perspective of Administration in the definition of goals and ways of procedure.

2. The cibersecurity

For the Administration, to be in charge of the safety of information is not only essential but also a legal demand and a commitment when it comes to people’s rights.  It is necessary to establish if the work distribution when it comes to safety, resource endowment and level of maturity while carrying them out is appropriate to reach material, operative and minimum required levels. Accidents happen, instruments fail, and humans make mistakes... and sometimes, wickednesses. “By failing to prepare, you are preparing to fall” - Benjamin Franklin.

Cibersecurity is definitely going to be an essential pillar to support digital transformation of the Administration, and this is an essential requirement of trust and rights guarantee. 

3. Digital transformation.

Technology is changing the world dramatically fast. Normative. Which is the velocity of public administrations? This is a subject demanding direct interventions of all fields and levels but particularly from those in charge in the organisations. Furthermore, the current situation needs new professionals and new ways of facing challenges that transform the way we understand the professional career. And that forces us to reflect about training and achievements.

There is a need of reflecting about this scenario of change in the context of a deep digital transformation in public administrations. And this transformation involves essential challenges:

  • A more productive, efficient and eco-friendly Administration.
  • An administrative procedure serving administrates.
  • New ways of attention and service delivery (APPS, teleservice, Internet of Things, Smart cities).
  • Generation of the value to services offered to people (Open Government, Open data).
  • New ways of citizen participation and interaction (transparency, accountability, participation).
  • New ways of understanding essential public policies: healthcare, education, social services.

This list ─that could be longer─ states the magnitude of what is next when it comes to digital transformation. At the same time, it considers the need of taking on strategic reflections which are crucial to support information technologies. Traditionally, the vision offered is external, even outsourced. However, this is a moment in which a look from inside is key. Which challenges are services facing that support IT infrastructures? How the organisation does perceive it? Is it necessary to identify, plan and carry out strategic policies of management of the change? Which one must be the role of Valencian public administrations?

As well as this internal look, it is also necessary a future prospect. Are we really prepared to digital transformation? What is needed? Which commitments and challenges must organisations assume? Which kind of commitments must rely on society and companies?
