Motorcycles and mopeds are a means of transport increasingly used throughout the world. At the same time, motorcycles are a less safe means of transportation, since they are faced with circumstances that may be adverse, such as the state of the road and the weather. This fact, together with the lower protection offered to its users, and the probable human error in driving due to multiple causes such as distractions, makes motorcyclists and their passengers much more vulnerable to an accident. These elements, together with the idiosyncratic of the moped and motorcycle sector of the Dominican Republic, make necessary a Plan of measures focused exclusively on this group.
