Adrián has a Doctor of Law from the University of Valencia and an assistant professor in the department of administrative law. His doctoral thesis studied the legal regime for the protection of personal data throughout the life cycle of artificial intelligence systems (2021). Adrián obtained a degree in Law from the University of Granada in 2016, achieving the prize for the best file of his class awarded by the Royal Academy of Jurisprudence and Legislation of Granada. He completed a Master's Degree in Fundamental Rights at that same university. In January 2018 Adrián was hired by the University of Seville with a research contract. During that time Adrián carried out research tasks and published various articles and book chapters related to data protection regulations. In June 2018 Adrián was hired by the University of Valencia. There he joined the Research Group Regulation Research Group. During those years Adrián has participated in various national and international publications and conferences related to the legal implications of artificial intelligence. He has participated in various knowledge transfer contracts that deal with issues related to administrative law, as well as those related to the ethical and regulatory impacts of the use of artificial intelligence systems. It is worth highlighting, among others, the implementation of the registry of public algorithms by the GVA, the report about the impacts onthe fundamental rights of algorithmic tools for predicting criminal risk, collaboration in the drafting of a Guide on responsible use of AI with PWC, as well as advising the Secretary of State for Digitalization and Artificial Intelligence of the Ministry for Digital Transformation on matters related to the implementation of the Regulation of AI.
He is a teacher in the Law and Data Science degrees at the University of Valencia where he teaches subjects related to administrative law, data protection and artificial intelligence. He has also taught various postgraduate courses related to data protection regulations, regulation of artificial intelligence and administrative law. These training courses have been carried out in different public and private entities such as: University of Valencia, University of Seville, Parliament of Andalusia, APEP, ADEIT, IVAP, Xunta de Galicia, among others.
Adrián published his first monograph in 2022 titled “Automated Decisions and Data Protection: Special attention to Artificial Intelligence systems. Adrián obtained the eduardo de Hinojosa y Naveros national prize in Legal Sciences in 2022 awarded by the Alhameños Studies Board and the national mention of the Nicolás Pérez Serrano prize, awarded by the Centro de EstudiosPolitical and Constitutional Studies (CEPC) for his doctoral thesis.
Currently, Adrián's research topics focus on the legal implications of the use of artificial intelligence systems by Public Administrations, as well as regulatory compliance with personal data protection regulations by public powers.
