Professor Justo Herrera has a degree and doctorate in Economics and Business Sciences from the University of Valencia and a professor at the 'Juan José Reanu Piqueras' Department of Business Management.

His teaching activity has been developed in the field of Business Management and, especially in the areas of Human Resources and Strategic Management, in the degrees in Labor Relations and Human Resources, Business Administration and Management and International Business, mainly. He has been recognized for six five-year teaching periods and one six-year research period.

His research activity is focused on the area of Human Resources and, specifically, on Human Resources in Public Administrations and Social Economy. In this field he has published different manuals and scientific articles, in addition to participating in national and international conferences and in research projects on Human Resources policies in Public Administrations, both as principal researcher and member of research groups. He has also been a researcher responsible for different advisory and technical support agreements for the implementation of specific Human Resources management initiatives in different Public Administrations.

EHe has also held different public positions. At the regional level he has been general director of Human and Economic Resources and, subsequently, general director of Human Resources of the Conselleria of Universal Health and Public Health of the Generalitat Valenciana, and at the state level he was undersecretary of Health, Consumption and Social Welfare of the Ministry of Health, Consumption and Social Welfare. At the Universitat de València he was director of the Business Management department 'Juan José Renau Piqueras'. And currently he is vice-rector of Economyand Infrastructure, a position he has held since February 2019.
