Lorena Melchor Llopis is an Assistant Professor of Administrative Law at the Universitat de València. She holds a PhD in Law from CEU Cardenal Herrera University. Her doctoral dissertation, The Allocation of Emission Allowances (2012), was awarded the distinction of cum laude. She has also been awarded ANECA accreditation for appointment to the position of Associate Professor.
Her main research interests are in administrative law, with a particular focus on environmental law and climate governance. Her research focuses on forest law, the regulation of carbon removal projects, the Carbon Footprint Registry, the legal framework governing greenhouse gas emission allowances, and the civil service.
She has published articles in peer-reviewed academic journals and book chapters with specialised academic publishers. In addition, she has presented papers at national and international conferences and seminars.
She has participated in research projects and research contracts relating to climate change, emission allowances, the regulation of the digital economy, digital rights, administrative planning and public law regulation. She has also completed two research stays at the Legal Institute of the Faculty of Law, Universidade de Coimbra (Portugal), lasting two and six months, respectively, where she conducts research on climate governance and forest law.
With regard to teaching, she primarily teaches Administrative Law I across several undergraduate programmes at the Universitat de València. Previously, she served as a part-time lecturer at the Faculty of Law of the Universitat de València (2011–2023) and as a lecturer at CEU Cardenal Herrera University (2012–2023), where she taught on the undergraduate programmes in Law, Audiovisual Communication, Journalism, Advertising and Political Science, as well as on the Master's Degree for Admission to the Spanish Legal Profession.
In addition to her academic career, she practised as a lawyer between 2005 and 2023, specialising in administrative law, and, from 2015 onwards, founded and managed her own law firm.
