Empar Minguet i Tomàs holds a PhD in Philology (Catalan Language and Literature) with the qualification of excellent laude (2005); a degree in Hispanic Philology (specialising in Valencian Philology) (1994), and a Master's Degree in Linguistic Advice (1995) from the University of Valencia.

Since 2021 she has been working as an associate professor in the Department of Catalan Philology at the University of Valencia, teaching Catalan Language and directing final degree projects (TFG), and she was also from 1999 to 2010, teaching subjects such as Specialty Language of Basic and Experimental Sciences, Specialty Language of Social and Legal Sciences,   Catalan Language and Introduction to Catalan Syntax, and has participated as a teacher in the Master's Degree in Linguistic Advice and Literary Culture.

She is the linguistic technician and head of the AVIVA Agency of the City of Silla since 2003. He works for linguistic normalization in the City Council, teaches courses in Valencian and administrative language for staff; guarantees the language requirement and advises on the Valencian test of all competitions; standardizes and modernizes administrative documentation with clear, comprehensive and inclusive language; He advises on urban and rustic toponymy. In addition, it promotes the normal use of Valencian in the municipality by collaborating with shops, associations, schools and institutes, the fallas and reviewing the Fallas booklets that are submitted to the Generalitat awards.

It is part of the network of agencies for the promotion of Valencian AVIVA. He has participated in numerous campaigns and has coordinated several projects, including the Porrot Jove de Narrativa, the Premi a l'Ús del Valencià en el Comerç Local, Juga amb la Llengua, the calendars of the AVIVA and Valencià per la Igualtat thanks to which he received the "Reconeixement de la Cultura 2019" award from the Department of Culture of the Provincial Council of Valencia.

She collaborates with the Training Service of the Provincial Council of Valencia teaching the online course Preparation and Presentation of Reports and the course Valencian Inclusive Language, of which she is the author.

His publications include the Manual d'estil i documentació administrativa amb llenguatge inclusiu de Silla (2019), la Guia per a usar un llenguatge igualitari en l’Administració local  (2018), Els processos de normalització lingüística en l'àmbit municipal valencià (2005), La Toponímia de Silla, evolució i revalencianització (2023) and communications or articles such as "La xarxa tècnica de serveis lingüístics valencians" within the Llibre blanc de l'ús del valencià II de l'AVL, "Els reglaments d'usos lingüístics al País Valencià" and "La dinamització dels serveis lingüístics municipals" within Llengua, societat i ensenyament (volum II i III) of the Institut Interuniversitari de Filologia Valenciana, and "La normalització del castellà al País Valencià (1982-2001)" within Proceedings of the 2nd European Congress on Language Planning.

He has also collaborated with the magazine Saó with the publication, among others, of the following articles: «El motor de la normalització lingüística en l’Administració local», «El Porrot Jove de Narrativa arrela amb força a Silla», «La capacitat lingüística, una necessitat», «Una guia per a un llenguatge no sexista en l'Administració local», «El projecte "Valencià per la Igualtat" una campanya per l'ús d'un llenguatge inclusiu», «Música en valencià», «Recursos lingüístics per a aprendre valencià», «La normalització lingüística en els llibrets de falla. El cas de Silla", "Aprendre a millorar la comunicació"...

In addition, he has participated in different congresses and round tables, such as the round table on "El valencià al peu del carrer. Els serveis lingüístics municipals" within the Trobada de Personal de Tècnics Lingüístics: Normalitzar i Promoure el Valencià des la Filologia, organized by the Department of Catalan Philology (2017), or in the day of Tribute to Francesc Ferrer Pastor. Els Diccionaris: Ara i Demà, with the paper «Diccionari normatiu i les necessitats de les persones usuàries», organised by the Acadèmia Valenciana de la Llengua (2018).
