Biography

Diego Muñoz Higueras holds a PhD in Economics from the University of Valencia. His research focuses on evaluating public policies aimed at reducing poverty, particularly enhancing income support systems and reducing the non-take-up of social benefits. He has analysed both regional minimum income schemes and the national Minimum Vital Income in Spain, and examined access to in-work benefits and their impact on poverty in international contexts such as Ireland.

He integrates microsimulation modelling, statistical data analysis and impact evaluation techniques into his methodological approach, with the objective of producing robust evidence to inform the design of more effective and equitable public policies. He draws on datasets including EU-SILC, Household Panel survey and specialised questionnaires.

He collaborates with the research group Public Economic Evaluation (EvalPub) and the Chair of Regional Taxation, and has participated in projects funded by the Valencian Regional Government, the Spanish Ministry of Science and Innovation, and other public and private institutions He has carried out research stays in Belgium and Ireland and has published in national and international academic journals.

He was awarded the 1st Avalua·lab Prize for the evaluation of public policy projects and initiatives, granted by the Laboratory for the Analysis and Evaluation of Public Policies of the City Council of Valencia.
