Rosa Cernada holds degrees in Law and Business Administration and Management (E-3) from the Pontifical University of Comillas-ICADE and a PhD with international distinction from the University of Valencia, based on a thesis concerning the administration of justice and technology. She has been a lecturer in the Department of Administrative and Procedural Law at the Faculty of Law, University of Valencia, since 2024, and has served as the faculty’s Mobility Co-ordinator since 2026. Previously, she was a lecturer in Administrative Law at the Catholic University of Valencia, as well as Vice-Dean of the Faculty of Law from 2017 to 2023. She teaches both undergraduate and postgraduate programmes, focusing on Administrative Law and Digital Law. From a research perspective, she has undertaken research stays at foreign research centres, including the University of Cambridge and Stockholm University. Her main research interests include the implementation of technology in Public Administration and the Administration of Justice, the regulation of digital platforms and artificial intelligence and fundamental rights. She has presented numerous papers at national and international conferences, and is the author of various publications. She is also involved in national and European research projects. She has also carried out various knowledge transfer initiatives in the field of digital law. She is the co-author of the White Paper on Artificial Intelligence and the Legal Profession, published by the Spanish Bar Council (available here), and the Guide on Digital Rights and STEM Education, developed under Collaboration Agreement C043/23-OT with the public enterprise Red.es (available here).
