Biography

Expert in TMP, ITS, Tunnel Safety and Project Management
University of Valencia – IRTIC Research Institute (LISITT Working Group)

The work began with the development of Traffic Management Plans (TMP), both national and cross-border, within various Pan-European activities in collaboration with the EU. It later evolved towards tasks related to the deployment and European harmonisation of ITS road equipment, as well as tunnel systems. This led to specialisation in tunnel safety audit activities, becoming a member of the OITB, the Tunnel Inspection Body of Bizkaia. Finally, work focused on the management and development of national ICT projects.

Tunnel safety auditor and consultant within the Tunnel Inspection Body of Bizkaia in the following areas:

  • Section VI: ITS equipment, review of new tunnel construction projects, auditing, consultancy, technical assistance, preparation and review of tunnel construction projects (2007–Present).

  • Section VII: auditing, consultancy, technical assistance, drafting and supervision of Operation Manuals and Self-Protection Plans (2007–Present).

Since 2002, working for the Spanish Ministry of the Interior (with the DGT) and its regional counterparts in the Basque Country and Catalonia:

  • Within the framework of several EU initiatives: MIP-1 (2001–2006), TEN-T Section 3 on ITS for road traffic (2007–2013), traffic studies, video inventory of road equipment, technical support for Special Operations such as the Operation Crossing the Strait or the Pope’s visit, and incident-based signage plans.

Contributor to the “Internet and Telecommunications Based Services and Studies” area of the euro-regional SERTI project (2003–2007), aimed at improving cross-border operations with France and Andorra, working closely with the SCT.

Responsible for studies on safety measures and ITS equipment for evacuation and traffic management in tunnels and nuclear power plants affected by incidents through the creation of TMPs (2003–2008), particularly on the Guadix–Puerto Lumbreras road (A-92N) and the area of influence of the Churriana Tunnel.

Development of Coordinated Action Plans for incidents in tunnels on the road network managed by the Málaga Traffic Management Centre (DGT). Studies of safety measures and equipment, and planning of evacuation and traffic control tasks in response to incidents occurring near or inside tunnels. Tunnels: Cerrado de Calderón, Ortega Prado false tunnel, San José, Churriana, and San Pedro de Alcántara.

Contributor to the EEG (Evaluation Expert Group) for the analysis of projects carried out in the euro-regional areas ARTS and SERTI, covering disciplines such as Traffic Management, ITS deployment, Traffic Information Services and safety (2005–2008).

Technical Project Manager:

  • Information system for the operation and control of a shadow-toll road for the Regional Ministry of Infrastructure and Transport (2007).

  • Research project “Meteosafety”, funded by the Spanish Ministry of Public Works – CEDEX (2007–2009), aimed at improving safety under adverse weather conditions.

  • Technical manager and researcher of Service 2.5 of the OASIS project, funded by CEDETI (2008–2011), focused on improving motorway safety, specifically through the generation of alerts based on traffic and meteorological data.

Head of mobile, web and desktop application development projects:

  • MEDUSA Project for insurance brokerages, involving the development of web and mobile applications (iOS and Android) for users and employees (2017–2021).

  • Torrent School Routes Project, involving the development of web and mobile applications (iOS and Android) providing information on children’s presence at educational centres through student detection at schools and along predefined routes using sensors (2019–2023).

  • Labtra Wave Project, involving the development of a desktop application for teaching language interpretation in university environments (2019–2020).

  • Crecemos Project, involving the development of a web application for Fundación Amigó and Amigonian Centres, focused on managing staff, centres, assisted individuals, etc. (2020–Present).

  • TheGreenPassenger, aimed at the gamification of mobility within companies belonging to the Paterna Technology Park (2023–2024).

  • ConectINN, aimed at improving interrelations between companies, fostering alliances and enhancing the technological networking of the Paterna Technology Park (2024–Present).

  • IkerCam, online management taks.
