On the one hand, we are learning the importance of handling anonymised data for mobility studies and their relevance for monitoring the crisis, for the definition of expansion vectors, or for the adoption of specific public policies, both reactive and preventive. On the other hand, we will witness the definitive consolidation of data analytics in both retrospective and prospective studies in the field of health.

Royal Decree-Law 14/2019, of 31 October, adopting urgent measures for reasons of public security in the areas of digital administration, public sector procurement and telecommunications, has generated significant concern among operators. It is a particularly complicated regulation because it affects at least three well-defined blocks: public sector procurement; validation and certification procedures linked to e-administration; and telecommunications networks. In this paper, we will focus on the first two and, to some extent, on their intersection.
