The Organic Law 6/200, 21 December, of Universities (LOU) transformed the general organisation context and the existing structures in the field of measurement and evaluation of the university quality system. Specifically, the article 31 of the Law assigned the functions of evaluation and those leading to the certification and accreditation of university teachings to the National Agency for Quality Assessment and Accreditation and to the evaluation bodies that the laws of the autonomous communities determine.

With the creation of ANECA the 2nd Quality Plan of Universities is revoked and it is proposed the Institutional Evaluation Programme (PEI). This programme evaluates the university teachings leading to official qualifications and valid throughout the national territory.
