Under the current Spanish university system, the universities are responsible for the teaching staff’s training and competence. Likewise, public administrations, through assessment agencies, are the ones to ensure that basic quality standards are met by those applying for public service positions (programmes ACADEMIA and PEP) and in the design and implementation of studies (programmes VERIFICA and ACREDITA).

It is essential to know how the teaching staff carry out their tasks to assess their quality. Therefore, it is very important to know how they plan, perform, assess and improve their teaching in order to judge their teaching competence.

To facilitate teaching assessment, ANECA launched in 2007 the Programme to Support the Assessment of the Teaching Activity of the University Teaching Staff (DOCENTIA), so as to assist universities in designing their own mechanism to manage the quality of the staff's teaching and to encourage its development and knowledge.
