Román Perpiñá Grau was born on September 10, 1902 in Tarragona.
He studied Economics at the University of Deusto from 1919 to 1924, and continued his PhD studies in the Universities of Frankfurt, Friburg, Berlin and the Institute of World Economy of Kiel, during 1925 and 1926. He obtained the title of Doctor in Economic Sciences from the Commercial University of Deusto in 1929, with the thesis Business Promotion Societies in Germany.
He was director and organizer of the first Center d'Estudis Econòmics de València from 1929 to 1936, later named Institut Valenciàd'Economia.
From 1932 to 1936 he was an interim Professor of International Commercial Law and Economic Policy at the School of Higher Mercantile Studies of Valencia. He was in charge of the Chair of Economic Structure for ten years at the Faculty of Political and Economic Sciences of the University of Madrid from 1945 to 1955.
From 1950 to 1970 he was professor of Philosophy of the Economic Order at the Pontifical University of Salamanca.
