The Universitat de València presents three publications as part of the programme ‘Avalem Territori-Labora’

The presentation ceremony took place on Friday 29th of March at the ‘Sala Palminero’ of the Faculty of Geography and History. The three publications of ‘Avalem Terrritori 2018’ focused on the territorial strategies with the purpose of fomenting the occupation, experimental project assessment and the study of industry and occupation.

The vice principal for Territorial Projection and Society, Jorge Hermosilla; the general head of Occupation and Training of Labora, Rocío Briones; and the lecturers Vicente Budí (UJI) and Antonio Martínez (UA) have participated in the three parts which integrate the developed work over 2018 as part of the programme ‘Avalem Teritori’.

The three volumes have been published by the Universitat de València and they were presented on the 29th of March at the ‘Sala Palminero’ of the Faculty of Geography and History. These volumes are the following:  Estratègies territorials i ocupació valenciana, summing up the methodology and the occupational strategies applied in the territory; La indústria valenciana. Una visió territorial del mercat laboral, including a featuring and a synthetic analysis of the Valencian industry and occupation; and Projectes experimentals i territori valencià. Avaluació de polítiques públiques de LABORA, gathering the grounds of a tracking and assessment system of the programmes and actions led and promoted by the Valencian Employment Service (LABORA).

‘The endogenous resources, territorial networks and innovation processes must be the main characters of the strategies applied in order to foment occupation as they constitute the grounds for territorial development’, highlighted the academic coordinator of the project ‘Avalem Territori’, the professor of Geography Jorge Hermosilla.  Researchers of the Universitat de València such as Ernesto Cano Emilio Iranzo, Josep Vicent Pitxer, Joan Carles Membrado, Joan Ramon Gallego, Ghaleb Fansa and José Vicente Aparicio, among others, have participated in the ‘Avalem Territori 2018’ project.

Vicente Budí, lecturer in Economics and director of the Universitat Jaume I of Castelló IIDL (Inter-university Institute for Local Development), highlighted the contrasting territorial imbalances analysed and studied, the common denominator of the three publications. “Highlighting the characteristics of this territory, its specificities and endogenous resources is relevant, because thanks to this knowledge we can establish a specific local strategy for each territory", said Budí.

Martínez Puche, professor of Human Geography at the University of Alicante, has insisted on the value in effective employment policies in the territory of the various agents that interact in it: local politicians, employers, union representatives ... and technicians in local development. "The networks of these territorial figures are fundamental for the implementation of innovation processes", has sentenced the professor.

Rocío Briones, General Manager, stressed the importance of monitoring and evaluating the results of employment policies on the territory of the Valencian Community.  One of the columns of Avalem Territori 2018 consisted of dealing with the analysis of the Experimental Projects that Labora has set in motion in the territory; "this analysis has allowed us to know the scope of the actions developed and their impact on the labour market, which is necessary in order to plan future actions to be carried out and to account for the effectiveness of their execution".

Avalem territori, the employment laboratory

Avalem Territori, is a programme of the Valencian Employment and Training Service LABORA for the adaptation of employment policies to the Valencian territory and productive sectors, which has been coordinated by the Universitat de València, with the collaboration of the Universitat d´Alacant and Universitat Jaume I of Castelló.

As a Laboratory for Valencian Employment, this initiative started in 2017 with the elaboration of territorial diagnoses of the Valencian labour market.  In 2018, strategies have been designed to promote employment in the reference territories, particularly the functional areas.  And finally, from 2019 onwards, the strategic actions designed will be developed, as well as tasks of analysis and updating of the databases themselves.
