The University Institute on Robotics and Information and Communication Technologies (IRTIC) of the Universitat de València coordinates the UP-Access project whose objective is to improve the legal security, confidentiality and fluidity of electronic transactions in the European Union, both for public administrations and for businesses and citizens.
In the UP-Access project, there are also four PEPPOL Access Points (Pan European Public Procurement Online) corresponding to 4 European companies (Babelway - Belgium, Datajust/Storecove - The Netherlands Invinet - Spain and Webware - Germany). The PEPPOL system allows users and entities to connect to a common European eDelivery network. Thus, this network allows an exchange of messages and standard documents, fluid, secure and guaranteed.

The UP-Access consortium has worked over the months to progressively improve security by migrating its AS2 protocol solutions to the AS4 protocol and updating the corresponding Service Metadata Publishers (SMPs).
The UP-Access project, which ends at the end of this month, has achieved its objective of updating the eDelivery solutions of the four participating companies according to the European requirements established in the eIDAS regulation, facilitating the cross-border exchange of thousands of electronic documents.
eDelivery
The European Union is committed to the digital management of the entire contracting process between administrations and their suppliers. This jump to the so-called e-Procurement covers not only the use of electronic invoices, but also the digitization and automation of other types of messages such as purchase orders, dispatch notices, etc.
The eDelivery works as a series of nodes that follow a communication standard and, therefore, can exchange messages between them. Thus, although there are mechanisms for exchanging "traditional" documents such as electronic mail, these systems have a series of shortcomings since they do not guarantee the secure exchange of messages. In addition, email systems are not usually encrypted, so the confidentiality of messages can be compromised.
In this way, the eDelivery system for the exchange of files and digital messages guarantees the security of reception, the confidentiality of the content, the identity of the sender and the receiver and offers legally valid proof of the process of sending documents.
CEF Projects
The CEF projects are the instrument of the European Commission to promote the growth, employment and competitiveness of the Union by financing trans-European high-performance, sustainable and efficient networks in the field of transport, energy and digital services. IRTIC collaborates with INEA (Innovation and Networks Executive Agency) through different CEF telecommunications projects in the construction of a single digital market. Thus, in addition to the Up-Access project, it is developing other projects that will allow the recognition of the electronic DNI to guarantee access to public services of any company or institution in the European Union. It also works to ensure that electronic invoice providers comply with the requirements for European transactions.
