A project in which the IRTIC is collaborating enables public administration suppliers to speed up the processing of electronic invoices

The Institute of Robotics and Communication Technologies (IRTIC) of the University of Valencia, at the Science Park, has contributed to the implementation of an electronic invoicing system that allows service providers from any European Union state to process their e-invoices in an agile way with any European public administration. The POOL-TSP project, coordinated by the University of Valencia, has succeeded in getting 10 European EDI providers to update their e-invoicing solutions to comply with European regulations (EN).

Currently, there is a diversity of rules at international, national or regional level on the use of electronic invoices, which makes international transactions difficult for companies. This also means higher costs and greater legal uncertainty for suppliers, as the system used in one country is sometimes not compatible or accepted in another country.

The POOL-TSPs project has made the systems of 10 EDI - "Electronic Data Interchange providers" - from Belgium, Ireland, Denmark, Norway, the Netherlands, Sweden, Italy and Iceland compatible and secure. To this end, the 10 participating EDI providers have adapted and validated their e-invoicing solutions to comply with Directive 2014/55/EU. In this way, Europe is pushing for unification covering both the content of invoices and the format and language used, as well as the method of transmission.

Benefits of electronic invoicing

Europe is committed to making a technological leap forward to enable e-Procurement, i.e. the electronic management of the entire commercial process between the public administration, its suppliers and customers. The ultimate objective is not only to digitise not only the sending, but also the receipt and processing of invoices.  eInvoices enable the automated receipt and approval of invoices through mechanisms for contrasting information and automatically integrating the eInvoice into the accounting system.

To this end, the Innovation Networks Executive Agency (INEA) of the European Union has launched several lines of funding through the CEF (Connecting Europe Facility).

POOL-TSPs, which ends this June with the successful completion of interoperability tests among the consortium members, will demonstrate that EDI providers' solutions are ready for the cross-border exchange of electronic invoices in EN format. This is one of the five CEF Telecom projects with which the LISITT research group (IRTIC) contributes to strengthening the digital single market within this European funding line.
