Schedule of publication of the exceptional measures in alert state

Between 11 and 13 March a set of resolutions has been published by the Valencian government establishing a group of measures to limit the infection or spread of the coronavirus COVID-19 and on Saturday 14 March the alert state was declared in Spain. To give effect to the normative provisions, the Universitat de València published a schedule with the previsions of publication of the exceptional measures adapted to the UV in order to contribute to the restraint of the expansion of COVID-19.

Since the beginning of the health crisis for the expansion of the coronavirus COVID-19, the Universitat de València has been permanently coordinated with the Public Health authorities of the Valencian government in the implementation of measures and action protocols in the university environment. 

Timeline of the measures adopted by the Valencian government and the answer of the Universitat 

On 11 March the Valencian government, in accordance with the Universitat de València, suspended the training internships in public and private Valencian health centres, while after 20:00 on 12 March the Valencian Minister for Innovation, Universities, Research and Digital Society announced, together with the President of the Valencian Government, the Valencian Minister for Public Health and the Valencian Minister for Education, Culture and Sport, the temporal suspension of the presential educative and formative activities in the Valencian Community. A set of additional resolutions were published between 11 and 13 March to limit the infection and spread of the COVID-19. 

In the morning of that Thursday 12 March, prior to this decision of the Valencian government, there was a meeting of the Emergency Committee of the Universitat de València with deans, directors of centres, union representation of workers and its representation bodies, as well as representatives of students in the government body and the Student Council Branch. 

At that meeting they have agreed, as proposed by the principal, to maintain the academic and work calendar, so that between 16 and 20 March (both inclusive), the Universitat de València remains inactive. They have also set a group of additional measures applied to the Universitat de València, aligned with the decisions of the Valencian government. This decision has been reported to the university community in the morning of Thursday 12 March.

After the situation of the resolution of the Valencian Minister for Public Health suspending the presential academic activity, on Friday 13 March the principal and the Executive Council of the Universitat de València met the heads of service of the Universitat to evaluate possible different situations of implementation contingent plans of the Universitat in order to guarantee the teaching, economic management and administrative management in a non-presential way.

Towards the end of the morning of Friday 13 March the principal of the Universitat de València, Mª Vicenta Mestre, after meeting the Executive Council of the institution, published a resolution with a set of exceptional measures that implied the suppression of the activity of certain university services and the closure of university buildings and facilities of cultural, sporting and library nature from 15:00 on the same Friday 13 March.

Since Friday 13 March, the office of the general manager, the offices of the deputy general managers, office of the vice-principals and services of the Universitat de València are working in the establishment of these contingency plans to guarantee the continuity of the university activity infront of different sceneries of evolution of the spread of coronavirus. 

UV before the announcement of alert state 

On Saturday 14 March the Official Spanish Gazette (BOE, Boletín Oficial del Estado) published the Royal Decree 463/2020 by which the alert state is established to manage the situation of the health crisis arising from the COVID-19.

That same evening, the principal of the Universitat de València, Mª Vicenta Mestre, referred to the university community pointing out that 'we live in sceneries that don't change day by day, but in a matter of hours.' 

In this context, the Executive Council of the Universitat de València has prepared a set of provisions that, within the framework of a modern public and decentralised university as the Universitat de València is, are aimed at achieving the following objectives: 

  • The deployment of state and regional regulations that are applied to us in an alert state and as a Valencian public institution; 

  • To guarantee safe and healthy work spaces, focused on people's safety and, therefore, addressed to the promotion of remote working or teleworking measures, that allow to reduce as much as possible the presentiality in the buildings and facilities of the Universitat de València; 

  • To guarantee the operation without interruption of the university public service. Contingent plans for the continuity of the university public service will be established to ensure this; 

  • The coordination of the management of the university structures and the information to the union representation of workers in a context of change of working conditions led by this exceptional situation and with students within the framework of online and/or remote teaching measures. 

Levels of implementation of the adopted exceptional measures 

The Executive Council is developing a structure for the implementation of the Royal Decree that announces the alert state, the regulations and resolutions that deploy it and the resolutions of the Valencian Government based on the resolutions of the principal that provide a set of management instructions for the offices of the vice-principals and the office of the general manager that will allow responsible people for centres, departments and services of the Universitat de València to adopt the relevant decisions and to issue management orders in an at a university level coordinated with state and regional government provisions context. 

Meetings of coordination with the Ministry, Valencian government and CRUE and provisional calendar 

According to the academic and work calendar of the Universitat de València, our facilities remain closed until 20 March (inclusive). 

During this time, the Executive Council and the university services are working in the general document of the resolution of additional measures that complete the resolution of the principal of last 13 March. 

This resolution will be published throughout Monday 16 March after the meetings that the principal of the Universitat de València is holding this morning with the Valencian Minister for Innovation, Universities, Science and Digital Society of the Valencian government, with the Valencian Minister for Universities and with the direction of the Conference of Principals of Spanish Universities (CRUE, Conferencia de Rectoras y Rectores de Universidades de España). 

The meetings being held by videoconference are aimed to a coordinated position of the State University System and to share management experiences with regional public university systems that have faced, in the recent days, situations of expansion of the COVID-19 more adverse than that the Valencian Community is currently experiencing. 

After the publication of the resolution of the principal, between Monday 16 and Tuesday 17, it is expected that the management instructions of the office of the general manager and the offices of the vice-principals that provide the resolutions of the principal in matters of opening of buildings and facilities, online and non-presential teaching, management of university services, non-presential work, performance of services by concession companies, and safety and health of spaces as well as of people.  

The provisional calendar will imply that, before 14:00 on 20 March, every people of the Universitat de València will have true, clear and precise information about working procedures and the way in which services are provided by each centre and service of our university.

Since Friday 13 March, and in face to the exceptional situation through which we are going, the corporate website of the Universitat de València, www.uv.es, has migrated to a new structure of main contents that will be being adapted over the next few days to provide direct and clear information about the measures that are being adopted throughout this and the next weeks.
