Cooperation agreement for development of the Chair DEBLANC is signed by the Universitat de València and the Valencian Ministry of Justice

The principal of the Universitat de València, Mª Vicenta Mestre, and the minister of Justice, Public Administration, Democratic Reforms and Public Freedoms, Gabriela Bravo, have signed on Thursday 10th May at the Office of the Principal the cooperation agreement for development of the University Chair of Application of Methodologies of Statistics, Economics and Automatic learning for the financial crimes enforcement and money laundering, Chair DEBLANC.

At the event of this convention have also attended the general secretary of the University, Mª Elena Olmos; the vice-principal of Innovation and Transfer, Mª Dolores Real García; the vice-principal of Equality, Diversity and Sustainability, Elena Martínez; the vice-dean of the Faculty of Economy, José Manuel Pastor, and the full university professor of Applied Economics, José Manuel Pavía. From the Valencian Ministry of Justice have attended to the event the deputy secretary, Bárbara López; and the general deputy director of Modernization of the Justice, Angels Bixquert.

During the ceremony, the principal Mª Vicenta Mestre has stressed the importance of this kind of collaboration of projects for improving the quality of people. Mestre has evaluated positively the function of the Chair, pioneer al national level, to expedite judicial processes and make progress in the combat of this kind of crimes, at the same time that the effectiveness improves. Moreover, the efficiency in the combat against financial crime and of money laundering.

For her part, the minister of Justice Gabriela Bravo mentioned that combat against economic and financial crime is a complex challenge, since the globalisation has caused that this kind of crime have become increasingly sophisticated. For this reason, Bravo claimed that it must be satisfy a history demand of investigating and prosecutor judges. They should demand counsel and training to detect and research this kind of criminality through the use of the most advanced computer tools of analyse of the named Big Data.

The creation of the Chair aims to assist technically to the judges and public prosecutor of the Valencian Community in the combat of this kind of crimes. Furthermore, it carries out training programmes, informational, researchers and of university extension about the issue for the university students.

During 2018 diverse learning activities will be realised, oriented to the knowledge and permanent dissemination of the procedures and techniques more effective and current for the control, training and detection of any kind of economical and financial crimes of money laundering or corruption.

Chair Deblanc was approved in approval of the Plenary of the Governing Council on 24th April of 2018. The Chair is framed in the intensification of the combat against economical crime and money laundering for part of Public Administration of all countries of the European Union. Spain and the Valencian Community have suffered an increase in the number and in the complexity of judicial affairs related to financial crimes.

The Institutional and Enterprise Chairs of the Universitat de València were created in 1993 as tools to direct the collaborations of the University with entities, institutions, enterprises, organisations and individuals. These chairs of the Universitat are configured as collaborating tools of the Universitat de València with enterprises and external institutions, both public and private.

Due to their structural characteristics, the Chairs of the Universitat enable to achieve a stable and wide academic collaboration which reaches one or more areas of knowledge and which extends its activities to all the areas of the university activity: teaching, research, innovation and dissemination of science, technology and culture.

The strategy is based, on one hand, of the provisions of the Law 49/2002, of December 23th, of tax regime for non-profit entities and tax incentives for sponsorship. This joint strategy is based on the objectives gathered in the University Constitution of the Universitat de València and in the compliance, on the part of the institutions, entities, organisations and enterprises of its original purposes and the main lines of action in terms of the social corporate responsibility.
