The elections for the Office of the Principal of the Universitat de València will be held on 22 February

Teaching staff, student body, administration and services staff of the Universitat de València will vote on 22 February 2018 to choose a new principal for the institution. The ballot boxes would open again on 6 March in case a second round is needed. The Electoral Commission will make public the election timetable on Wednesday. This has been established during the Governing Council of the University of this Tuesday, in the course of which the Vice-Principal for Teaching Staff Academic Planning and sustainability, Maria Vicenta Mestre, has announced her candidacy. Moreover, the Council has approved the budget project of the University for 2018, which will increase up to 3.30 % in order to stand at € 351,266,624.

The general secretary of the UV, María José Añón, has recalled the articles of the Statutes where the electoral process for the Office of the Principal is regulated. The Governing Council have also approved a € 16,000 budget to finance the candidacies campaign. This figure will be divided dependent on the number of candidates. Today, an Electoral Commission meeting is scheduled in order to set the whole calendar.

At the moment of open speaking turn, the Vice-Principal for Teaching Staff, Academic Planning and sustainability, Maria Vicente Mestre, has announced her candidacy for Principal. For this reason, she will leave her position in the government team in the coming days. The principal, Esteban Morcillo, as well as other members of the Governing Council have expressed their gratitude to Maria Vicente Mestre for her work in the Office for the Vice-Principal.

Budget for 2018

The budget of the Universitat de València for 2018 will grow 3.30 % and it will stand in € 351,266,624. This is how it is contemplated in the project presented today to the Governing Council by the institution's manager, Joan Oltra. The ordinary nominative grant of the Valencian Government, as it appears in the bill announced by the Valencian Department of Finance, is 230,035,070 euros. The taxes and other income have a significant reduction of -7.96 % (-4.81 million euros) as a result of the reduction in the collection of university fees planned in Decree 108/2017 of the Valencian Government.

21.21 % of current incomes comes from private contributions, and 73.58 % from public contributions. From 351.27 million of euros, 92.80 million euros (24.42 %) come from University activities and particular donations, while 258.47 % million euros (73.58 %) come from transfers of public administrations.

Staff costs increased 6.16%, with a differential value of 13.34 million euros for the year 2018 as a result of the agreements adopted to the governing bodies of the University in terms of teaching dedication, the replacement rate and the incorporation of the section corresponding to the professional career of the administration and services staff in 2018 (66%).

Remuneration terms consume 65.45 % of the 2018 budget. The chapter on ordinary operating expenses has an increase of 5.37 % over the previous year. The remaining expenses show a reduction in the totality of the chapters as a consequence of the reduction of external contributions (especially in terms of capital transfers), the reduction of needs (financial expenses) and financial investments and liabilities for the effort that is made in current operations.

Teaching and Research Academic Staff and replacement rate
In another of the points of the Governing Council, the Vice-Principal, Maria Vicenta Mestre, has reported the list of jobs, the distribution of the replacement rate for 2018, and the public offer of employment. These point have been approved unanimously It is a broad initiative for the stabilization of contracted and trainee lecturers, and for the promotion to tenured professors and chairs. It includes 115 chairs, 44 places of tenured professor with accreditation, another 25 places for tenured lecturers and 70 places to stabilize untenured professors.

The Vice-Principal has thanked the university community for its effort to achieve this promotion and stabilization for the teaching staff, which allows them to begin to overcome the “very difficult context” of the past, when the replacement rate caused an increase in insecurity and hamper the promotion.

Institutional condolences
In his report, the Principal has conveyed his institutional condolences on the recent death of the University Community members. They are: the retired full university professor of the Department of Applied Physics Vicente Such Belenguer; the retired professor of the Department of Atomic, Molecular and Nuclear Physics José Miguel Bolta Alandete; and the artist Carles Santos, Medal of the institution.
