Institutional condolences on the passing of the Full University Professor of Law, Carmelo Lozano

The Faculty of Law has reported the passing away of Professor Carmelo Lozano, who was a former dean of this Faculty, and currently co-directed a university master's degree and coordinated the doctoral program at this center.

Yesterday, Monday 25 May, Professor of Financial and Tax Law at the University of Valencia Law School, Prof. Dr. Carmelo Lozano Serrano, passed away, according to a press release from this centre.

He graduated in Law from the Universitat de València, with an outstanding distinction, and received his doctorate from the Universidad de Murcia, also with an outstanding distinction, under the direction of Prof. Juan Martín Queralt.

Professor of Law at the University of Murcia, he was Professor of Financial and Tax Law at the University of Santiago de Compostela. In 1989 he obtained the chair of this same discipline of Law at the Universitat de València.

Professor Lozano stood out for his social and political commitment. In the mid-seventies, he was a student delegate in the Faculty of Law and, when he joined as a professor, he was vice-dean in Carmen Alborch's team.

Dean of the Faculty of Law between 1992 and 1997, he led the government team that moved the headquarters of this historic University centre from the Blasco Ibáñez Campus to the Tarongers Campus.

He was currently co-director of the University Master's Degree in Business Law and coordinator of the doctoral program in Law, Political Science and Criminology.

A renowned specialist in financial law, with six recognised six-year terms, his studies on regional financing in relation to the Constitution and the guarantee of social rights, local finances, tax regulations and taxes are particularly noteworthy.

As the Faculty of Law points out, his contribution was key to achieving, as part of a work by the Faculty's Legal Clinic, the annulment of the autonomous decree that set the co-payment in the area of social rights. As a member of numerous expert commissions, he participated in the Generalitat Commission that studied the tax reform of the Valencian tax system in 2016.

His loss has had a strong impact on the entire university community and also on Valencian society. Thus, the President of the Generalitat Valenciana, Ximo Puig, and the Minister of Finance and Economic Model, Vicent Soler, yesterday expressed their condolences for the death of this prominent professor of law.

The Dean of the Faculty, Javier Palao, highlighted 'the sadness and enormous desolation over the void his death has left in the Faculty of Law, where he was a highly esteemed staff'.

The Faculty of Law has announced that, as normality returns after the current state of alarm, a ceremony will be held to commemorate the former dean of one of the Universitat de Valencia’s founding faculties.

The Principal of the Universitat de València, Ms. Vicenta Mestre, has expressed her condolences to the Faculty of Law, on behalf of herself and the rector's team, highlighting the relevant scientific career of Dr. Carmelo Lozano, as well as his human quality and institutional and social commitment.
