Economic and Social Council Award for a project on government procurement as economic and social transformation tool

A research team of the Universitat de València, led by professor Adrián Todolí, has won the Economic and Social Council (CES) Research Award in the 2025 call for the project 'Government procurement as economic and social transformation tool'. The CES is a government advisory body attached to the Ministry of Labour and Social Economy. The members of the team are professors Carmen Rodilla Martí, Gabriel Domenech Pascual, Andrés Boix Palop y José Miguel Sánchez Ocaña.

In this 23rd edition, the theme on which the research work should focus was 'The economic, labour and social impacts of government procurement in Spain'. The UV team has presented the proposal of government procurement as economic and social transformation tool, which has won. The award jury has praised the scientific content, quality, viability and innovative character of the project, as well as the adaptation to indicative criteria given by the CES and the team's capacity to execute the presented project. Now, the team of the Universitat de València has one year to develop the project and present the conclusions.  The award has an economic endowment of 40,000 euros.

Researcher Adrián Todolí points out that "government procurement is a decisive tool to boost the economy, create quality employment and stimulate innovation".  In reference to the research, Todolí has explained that "with this study, we want to lay the foundations for the system to function effectively, incorporating social clauses that ensure decent working conditions in all public procurements".

The CES is a government advisory body in socioeconomic and labour matters, with its own legal personality and organic and functional autonomy. It is part of the Ministry of Labour and Social Economy and represents trade union and employer organisations, sectors such as the agricultural or maritime-fishing one, and consumer and expert organisations.  Its main role is to issue mandatory opinions regarding draft laws and decrees related to the socioeconomic and labour sectors, in addition to compile reports on the socioeconomic situation of the country.
