Specialists in Law and Artificial Intelligence sign a declaration to regulate the use of data in the public sector

More than forty specialists in Administrative Law form six countries have signed the DAIA Declaration of València, a manifesto that aims to lay the foundations on the legal system and guarantees of the use of Artificial Intelligence, as well as the regulation of data that feeds Artificial Intelligence in the public sector.

The manifesto is a mission statement that focuses on seven key points.  The first one refers to the fact that, in order to operate with guarantees, it is necessary to have a univocal language between the technical-logical, legal, management and production sectors. The second one considers that is the public sector the one that has to share, internally and externally, its experiences of Artificial Intelligence usage in order to comply with the law and for collaborative advancement.  The third is that it is necessary to know the use of Artificial Intelligence in the previous phases or assistance to human decisions, in order to avoid the escape from the Law. In the fourth one, it is indicated that the level and type of guarantees required are variable.  In any case, it is necessary to follow the model of ethics and proactive privacy in the design marked in the European Union to agree on a catalogue of standards for public Artificial Intelligence.  The fifth points out that Artificial Intelligence forces an internal and intelligent redesign of the Administrations, which have to incorporate technical talent and training courses.  In the sixth one,  the declaration states how essential it is to reinforce legal clarity and security and the interoperability and good governance of the data that ‘feeds’ public Artificial Intelligence.  And finally, the last and seventh point states that is the DAIA Network bets and opens to the mainstreaming of knowledge and skills in Artificial Intelligence and Law fields.

The signing took place within the framework of the 2nd DAIA Network Congress (Derecho Administrativo e Inteligencia Artificial, Administrative Law and Artificial Intelligence) on Artificial Intelligence in the public sector, held in València on 10th and 11th October.  This was the second meeting of the network after its creation in April of 2019 when several research groups decided to create DAIA in order to promote and share knowledge on the use and impact of Artificial Intelligence in the sector and in public law and to generate debates and discussion among the scientific and technical community.
