He is full university professor of Legal Philosophy and Political Philosophy at the Institute of Human Rights of the Universitat de València, of which he was the founder and first director. Javier de Lucas has also been director of the Spanish School in Paris (2005-2012) and president of the Spanish Commission for Refugee Aid (CEAR, 2008-2009). He is currently spokesperson of the Advisory Board of the Spanish National Mechanism to Prevent Torture of the Ombudsman. He is part of numerous scientific and editorial boards, both national and international. He is one of the 24 members of the High Panel on Science, Technology and Innovation for Development of the UNESCO, appointed by the general director Bukova. He is the author of Mediterráneo: el naufragio de Europa (Mediterranean: the sinking of Europe), from the Tirant publisher; he has published 20 books and more than 300 articles in national and international scientific journals. He works on human rights issues, legitimacy, democracy, citizenship and obedience to the law.
