Before the Taliban troops’ rise to power in Afghanistan, the Universitat de València, by means of the initiative taken by its Faculty of Law and Institute of Human Rights, made a call to the Spanish university community to avoid “losing training opportunities, the most efficient way of granting equal women rights”, that is, education. The Universitat de València is thus working on developing a programme in support of Afghan university women which requires the collaboration of Spanish universities and authorities.

Via an appeal to the Spanish university community, Universitat de València’s proposal is to develop its own programmes for the welcoming of Afghan university students and professors to Spanish universities.

These programmes fall within a commitment to asylum rights for humanitarian reasons and the protection of vulnerable people’s rights, and they require the collaboration of local, regional and state authorities to ensure their stay.

From the Universitat de València (UV), the programme is led by the Faculty of Law and the Institute of Human Rights (IDH), more precisely by a team composed of Senator and Full University Professor of Legal Philosophy Javier de Lucas; IDH’s Director Fernando Flores; Vice-dean for Faculty Research Yolanda García; and Dean Javier Palao.

This team stays in contact with other Spanish universities and thanks to Senator Javier de Lucas, with the Spanish government.

Universitat de València’s Principal Mª Vicenta Mestre contacted CRUE-Universidades Españolas and informed both the President of the Valencian Government Ximo Puig and the ministries responsible for university matters (Ministry of Science, Innovation and Universities).

Student support

In this programme, each of the participating universities offers a certain number of vacancies in all the different taught degrees, preferably in those whose lectures are given in English.

Developing this support programme requires the collaboration of the Spanish government, especially that of the Ministry of Universities, as well as the Ministry of the Interior, Justice, Inclusion, Social Security and Migration and Social Rights to ensure a successful asylum processing in Spain. Bar Associations will thus be relied upon to join this initiative.

This programme expects each university to reach a regional agreement regarding the payment of enrolment fees, and takes responsibility for the additional academic costs of students’ incorporation (study material, computer equipment, etc.); it additionally develops objective tutoring plans.

 Programme for female professors

As regards female professors, the participating universities provide facilities and tools for the development of academic activity, incorporating them to research groups and designing programmes for them to learn the institution’s official language.

The universities will manage accommodation and maintenance programmes alongside regional and local administrations.
