1. Documentary revision
The available information from several scientific and technical databases will be accessed, databases for which the University of Valencia has subscribed, with contents specialised in transport: TRNASPORT, IRRD, ISI Proceedings, among others.
Different European documents, congress minutes and technical reports having a particular relevance (ETSC, DG TREN, IRTAD, DUMAS and STAIRS projects…) will be revised.
2. Cases study
Practical application and assessment of the results in a set of Spanish municipalities from several sizes.
An in-depth analysis of the state of the police procedures on road accident data collection and analysis will be implemented. From this analysis, improvement actions will be prepared, applied and assessed.
The cities where it is planned to put into practice the study are:
- Barcelona (Large municipality: 1,527,000 inhabitants)
- Valencia (Large municipality: 761,800 inhabitants)
- Murcia (Medium-sized municipality: 377,900 inhabitants)
- Elche (Medium-sized/small municipality: 207,163 inhabitants)
- Castellón (Medium-sized/small municipality: 163,088 inhabitants)
3. Survey analysis on the status of the EU municipalities
With the application of a survey to a representative sample of municipalities of different size from all the EU countries, it is intended to approximately reach the current situation and practice of the accident data collection systems in urban zones.
The survey (in Spanish, English and French) will be done in paper form as well as, optionally, on-line. For each case, an explanatory letter will be previously sent to the municipal authority.
The obtained information will make reference to the TA data collection, processing, storage and analysis systems currently used and, especially, to the main identified problems.
4. International Workshop of experts.
A workshop - in which the results and the information gathered from the previous phases will be presented, discussed and systematized – will be organized. For that, a first version of the Guide of Best Practices will be provided as one of the debate materials, in addition to the other reports developed in the project.
The forecast of participation in the above-mentioned meeting should be:
- A representation of the European municipalities that took part to the survey, selected for the quality of their current practices and for their contribution to the project.
- European Union's DG for Energy and Transport.
- Some European experts from research institutes (Universities, Research Institutes…).
- Dirección General de Tráfico (Directorate General of Traffic).
- Servei Català de Trànsit.
- Other experts.

5. Diffusion of the Eventual Report: ‘Guide of Best practices'
Ways of diffusion:
- The project information and documentation will be posted on the Internet (University of Valencia's own server)
- The results will be sent, by means of the sending of the information in electronic format, to the councils that were invited to take part into the study, taking advantage of the database with the addresses of the above-mentioned municipalities created during Phase 2, without taking into account their degree of participation. At the same time, the information will be sent to the national federations of municipalities of each Member State of the European Union.
- The results will also be sent to different lists of international mailboxes related with transport and road safety.
- The information will be sent, with the aim of being published in their own web pages, to the main European institutions having competences in transport and road safety.
