Joan Enguer és investigador postdoctoral al Departament de Dret Constitucional i Ciència Política de la Universitat de València, on treballa en el projecte Blue Green Governance (BGG), finançat per HORIZON Europa. És graduat en Dret i Ciències Polítiques i té un màster en Educació Secundària per la Universitat de València, així com un màster en Anàlisi Política per la Universitat Oberta de Catalunya. Al desembre de 2024, va obtenir el seu doctorat a la Universitat de Heidelberg, que va desenvolupar en el marc del projecte Deep Decarbonization: The Democratic Challenge of Navigating Governance Traps (DeepDCarb) finançat per l'European Research Council. La seva tesi doctoral va analitzar com les dinàmiques multinivell, territorials i ideològiques influeixen en les preferències dels partits polítics en matèria de política climàtica.
Joan és editor associat de la revista Frontiers in Political Science i membre del grup de treball Nationalism and Climate Change del Institute at Brown for Environment & Society. La seva recerca actual es centra en la política i la governança ambiental, i el seu treball ha estat publicat en revistes d’alt impacte com Publius: The Journal of Federalism, Local Government Studies, Regional & Federal Studies, Politics and Governance, i Wiley Interdisciplinary Reviews: Climate Change.
