Professor Guerrero has a Master’s Degree in Law, Business and Justice, a PhD in Law by the Universitat de València and also collaborates in MedArb research group, directed by professor Silvia Barona.

Last 8th September 2018, after the unanimous agreement by the Superior Council of the Pontificia Universidad Católica de Valparaíso - Chile, the Apostolic Administrator of the diocese of Valparaíso named professor Jose Luis Guerrero Becar as the new General Secretary.

Professor Guerrero is a lawyer of the Pontificia Universidad Católica de Valparaíso (PUCV), has an international Master’s Degree in Business Management and Administration (MBA) of the Universities of Barcelona, Autònoma de Barcelona and Politècnica de Catalunya, another Master’s Degree in Law, Business and Justice and a PhD in Law of the Universitat de València. He is the former director of the Law School of the PUCV (2007-2016) and was a professor in Economic Law and Trading of the Law School and director of the Master’s programme in Law of the PUCV until his naming as General Secretary. Furthermore, he is the president of the Sui Iuris Ibero-American Association of Faculties and Schools of Law (AIFED).

The General Secretary of the PUCV is one of the major authorities and acts as a certifying officer of this University, is also the Superior Council’s Secretary and takes part in the acts of the authorities that are in a legal term.

It is also to be noted that in 2018 the Pontificia Universidad Católica de Valparaíso celebrates its 90th anniversary, making it the 4th oldest university in Chile with fame in said country and all Latin America. The School of Law preceeds the University, it was founded in 1894 as a Law Course of the Colegio de los Sagrados Corazones of Valparaíso. It is currently considered one of the best Faculties of Law in Chile and it is around the 150-200 best Schools of Law in the world according QSLaw 2018.
