‘Infrastructures, transport and mobility’ is another of the sessions for the 1st Expert Conference on Climate Change and Iberian Mediterranean Territory celebrates at La Nau Cultural Centre on Friday 31 January Morning. The session revolved around how to proceed with a reconstruction based on a solid territory vision of the area affected by the 28-O 2024 DANA, which sparked the question: ‘What does it mean, a territory vision?’
In order to restore a destroyed territory, participants mentioned the importance of keeping conscience of urbanisation and mobility models developed in response to destruction that may be part of the solution. If they have to be part of that solution, a reconstruction process based on new territory principles with a metropolitan perspective of territory management, and infrastructure and mobility design. Speakers aimed to discard mimetic reconstruction that copied the situation before 29-O sin it would insist on the same situations that lead to the catastrophe.
The session revolves around five key recommendations. First, the revision of the state of transport network and elements that create it in relation to climate risk situations and the stablishment of contingency plans for daily mobility in case of collapse. Second, the stablishment of redundant plans for València metropolitan area infrastructures against transport and mobility paralisation, including vital supply. Third, the revision of territory model of the affected area with a change of the soil, infrastructure and mobility use using the València Plan of Territory Action with decarbonised public transport.
Fourth, the revision of the crossing infrastructures and modelisation of flood-risk areas as well as the articulation of an automatic protocol of revision for those in climate change-related risk to create alternatives in their place. Fifth, the improvement of governance between administration, technical and scientific aspects, and citizenship. This way, strategies of territory planning won’t depend only on the planning teams but also rely on incorporating technicians and specialists of research centres as well as have citizen participation.
