The meeting will tacke issues such as transparency, scam prevention, AI system governance, and legal and organisational challenges arising out from its inclusion in the public sector.
The appearance of Artificial Intelligence (AI) in the public sector lays out new legal, organisational, and ethical challenges affecting directly to public procurement. With the aim to analyse these challenges and the opportunities associated to the use of algorithmic systems, Valencia will host a new edition of the Congress of Public Procurement in Valencia, a space for reflection and discussion on the impact of AI within the administrative field.
During the different sessions, renowned specialists will tackle artificial intelligence inclusion in Administrative Law and its relation with the new European initiatives regarding transparency, integrity, and fight against corruption. The congress will also analyse how these technologies can be safely and effectively included in the procurement procedures, according to the current legal framework.
The outstanding discussed issues include the potential of algorithms to improve the preparation, awarding, and control of tenders, as well as the need for a transparency guarantee, the control of biases, the data quality, and the scam prevention. Additionally, governance models in AI acquisition systems, the distribution of challenges among the public and private sector, and the risks arising out from professional training will be analysed.
Addressed to public responsible staff, technic and legal staff, professionals of the private sector, controlling organisms, and researchers, the congress will conclude with a reflection on the present and the future of public procurement in a context marked by digital transformation.
The activity is organised by the Universitat de València and the Regulation Research Group (CIPROM/2024/16, Algorithmic Law), in cooperation with the Valencian Institute of Modern Art (IVAM), the Generalitat Valenciana (Valencian Government), the Ministry of Science and Innovation, and the Public Sector Women Association. The course homologation has been requested to the Valencian Institute of Public Administration (IVAP).
