Chair for Regional Taxation takes part in the 11th RIFDE Conference on Autonomous Finances

Amadeo Fuenmayor, director of the Chair for Regional Taxation, moderated the panel discussion on ‘Equity and the estimation of expenditure needs’, which brought together academics from different Spanish universities.

The Spanish Network of Researchers on Autonomous Financing and Fiscal Decentralisation (RIFDE)and the Valencian Institute of Economic Research (Ivie) have organised the 11th RIFDE Conferences on Autonomous Finances, on 7 and 8 May 2024 in Valencia.

Nearly 70 experts on autonomous finance, including academics and political decision-makers, gathered to discuss and propose solutions to balance the resources between autonomous communities.

 

The Tax Office advisors from Galicia, Castilla-La Mancha, Murcia and the Valencian Community agreed on the urgency of reforming the current system of autonomous financing. Despite their different political affiliations, the advisors stressed the need to correct the income inequalities so that each citizen receives the same amount of resources, regardless of their region.

The conferences also discussed the situation of the most indebted regions and ways to improve their access to the market. President of the Independent Authority for Fiscal Responsibility (AIReF) Cristina Herrero closed the event with a conference on ‘A comprehensive response to ensure the sustainability of public finances’.

Furthermore, several panel discussions were held on issues such as equity and expenditure needs and the reform of fiscal governance mechanisms. The attendees, from universities and institutions such as Fedea, Funcas and Ivie, analysed the role of the autonomous communities in local development and argued for a restructuring of the system to allow a fairer and more efficient distribution of financial resources.

The panel discussion was moderated by Director of the Chair for Regional Taxation Amadeo Fuenmayor, and was on ‘Equity and the estimation of expenditure needs’. The participants were Javier Suárez Pandiello (University of Oviedo), María Cadaval (University of Santiago de Compostela) and Antoni Zabalza (Universitat de València).
