The Inter-university Institute improve the Multilingualism Decree

The Inter-university Institute for Valencian Language Studies (IIFV), through the units for the multilingual education of universities of Alicante and Valencia, has created a report with several proposals for the improvement about the draft of the Multilingualism Decree, disclosed by the Valencian Department of Education, Culture, Training and Sport of the Valencian Government.

The report makes a tour through the language policy in the last years, to focus then on the analysis of the decree, the progresses it does and, at the same time, on the weak points to improve. And it formulates seven proposals to modify the decree, that in general terms are the following: 

Simplify and restructure the range of levels of the Programa de Educación Plurilingüe Dinámico (PEPD). And, in particular, the elimination of basic levels Y and basic II and the preservation of the nomenclature of the draft, but with changes on the equivalences of the nomenclature. 

With regards to the current multilingual programmes, to the distribution of teachers in the centres to which it is appointed and to its language qualification, it has to be considered the possibility that the initial offer of the centres with an advanced level satisfies the demand, at least, of half of population that needs school attendance. 

In terms of the regulation of the election of the language level inside the PEPD on the part of the School Council of a centre, it needs to be specified the fact that the Valencian Department that has the power on this matter may revoke the decision if it is in direct conflict with the reports of the language consulting and the educational inspection.

In the rules set by the decree, review the proceedings that regulate the concession of exemption, especially in Higher secondary-education course. 

Strengthen the role of foreign languages in a purely multilingual Educational design. Reduce the introduction of a new multilingual training model, the PPED, from seven to four years.

Start the development of a multilingualism map in the Valencian education system, which supports the objective of the educational language policy.
