Luis Jimena Quesada (Massamagrell Valencia, 1968) is Full Professor of Constitutional Law at the University of Valencia and awarded Doctor Honoris Causa by the National University of La Plata (Argentina). He has been officially recognised 5 five-year periods (of teaching), 5 six-year periods (of research) and 9 three-year periods (of service) In addition, in the academic field, Luis Jimena was the First European Doctor of Law (PhD in Law) in the University of Valencia. He is the current Secretary General (since January 2016 till December 2019) of the International Institute of Human Rights (Strasbourg, France) founded by the Nobel Peace Prize René Cassin, where he has also been Professor and Director of Studies since 1993. In Spain, he has been Member and President (2014 and 2015) of the Spanish Committee (Law Section) of Independent Experts for the Assessment of the University Activity Research (ANECA – The National Agency for Quality Assessment and Accreditation of Spain, concerning the Spanish Higher Education System). Author of more than three-hundred publications in the field of Constitutional Law and European Human Rights Law, among them 17 books*. Concerning his legal experience, he has been Member and President of the European Committee of Social Rights of the Council of Europe (2009-2014) as well as Substitute Judge at the High Court of Justice (Supreme Court of the Valencia Region –Administrative Chamber) since judicial year 1997/1998 till judicial year 2017/2018, where I has been the “Judge Rapporteur” of hundreds of judgments (see, e.g., the database CENDOJ of the Spanish General Council of the Judiciary -Consejo General del Poder Judicial-). Furthermore, he is currently “Ad Hoc” Judge at the European Court of Human Rights as well as independent person (alternate) representing the Council of Europe before the European Union Agency for Fundamental Rights (FRA) (2015-2020). |

Mónica Martínez López-Sáez is an Assistant Professor of Constitutional Law. She holds a PhD (cum laude) in Constitutional and European Law. She holds an LLB (High-performance group, top of her class) and an LLM in European Union and International Studies (UVEG) in addition to an M.A. in Institutional Translation (Legal and Economic Translation) by the University of Alicante. She has conducted her predoctoral research (as a Ministry research fellow-graduate teaching assistant) at the European Institute of the London School of Economics and Political Science, the European University Institute and Golden Gate University School of Law. In 2016 she was a Blue Book Trainee at the European Commission (DG-HOME) and was awarded the VIII Cañada Blanch Foundation Prize. She currently conducts research in the field of EU data protection, with her primary focus being on digital rights and privacy law. However, her research interests cover the field of Spanish and EU Constitutional Law and she is especially interested in fundamental rights, human rights protection systems and vulnerable persons. As a García Pelayo postdoctoral researcher at the Spanish Center for Political and Constitutional Studies, she has expanded her lines of research to the field of transparency and good governance, as well as digital transformation and public law. She has obtained the International Legal English Certificate -with merit- and the CPE (Cambridge University). |

He has carried out research stays at the Autónoma de Madrid, NOVA de Lisboa, Edinburgh and West of England (Bristol) universities. His doctoral thesis won the prize for the best thesis (ex-aequo) from the Asociación Española de Ciencia Política (AECPA), as well as a second prize for the Juan Linz Prize from the Centro de Estudios Políticos y Constitucionales. His current research focuses on interest groups and business associations in Spain, which can be read in journals such as the Revista Española de Investigaciones Sociológicas, the Revista Española de Ciencia Política, and the European Urban and Regional Studies. He is co-author of the methodological notebook on Comparative Qualitative Analysis (QCA) published by the CIS. |

PABLO OÑATE’S SHORT BIO (pablo.onate@uv.es) Pablo Oñate is full professor of Political Science at University of Valencia (starting 2007). He graduated in Law and got his PhD in Political Science at Universidad Autónoma de Madrid (1996). He is the author, co-author and editor of a number of books (last one, Federalism, Devolution and Multilevel Government, 2018 -coedited with Guy Lachapelle), and the author or co-author of more than 90 national and international journal articles and book chapters, dealing with democracy, political parties, elections and electoral systems, political behavior, political representation, legislatures, political elites, etcetera. He has been visiting researcher at Georgetown University and George Washington University (USA), Oxford University, London School of Economics and Political Science (UK), Universidad Nacional Autónoma de México, Universidad Autónoma de Baja California Sur and Universidad de Veracruz (México), Universidad René Moreno (Bolivia), as well as in a number of universities in Spain. He worked as an institutional consultant and an international electoral observer Bosnia Herzegovina, Myanmar and in several Latin-American countries, as well as academic advisor del Administration and Cost of Elections Project (ONU). He has also been institutional advisor in Spain (Ministry of Education, National Agency for Quality Assessment and Accreditation, Convenio Andrés Bello, Spanish Agency for International Cooperation and Development. He was academic director of the Fundación Ortega y Gasset-Marañón and its University Research Institute. He participated in a large number of research projects (both national and international, being project leader in a number of them) and presented more than 150 papers in national and international scientific conferences. Currently, he participates in a European Union capacity and institutional building project in Latin America, and is the project leader of another one in Tunisia and South Mediterranean (each financed with over one million Euros). He was the Secretary General of the Spanish Political Science Association (2005-2013), the President of the European Confederation of Political Science Associations (ECPSA) (2013-2019), and currently is a member of the Executive Committee of the International Political Science Association (since July 2018). He was the Academic Coordinator of the CIS-RCC Harvard University Summer Seminar on Sociological and Political Research (2015-2016-2017-2018).

Dr Clara PORTELA teaches Political Science at the Law School of the University of Valencia, having previously served as a professor at Singapore Management University and as a research fellow with the European Union Institute for Security Studies (EUISS) in Paris. Her research focuses on multilateral sanctions, arms control and EU foreign policy. She holds a PhD from the European University Institute in Florence and an MA from the Free University of Berlin. She is the recipient of the THESEUS Award for Promising Research on European Integration, and her article with M. Onderco on 'External Drivers of Differentiated Co-operation' in EU foreign policy was shortlisted for the 2024 Bernard Brodie Prize. Clara Portela was the inaugural Konrad Adenauer Visiting Scholar at Carleton University's Centre for European Studies in Ottawa, Canada. Previously, she was a Visiting Professor at the College of Europe, the OSCE Academy in Bishkek, SciencesPo Grenoble, SciencesPo Lyon, SciencesPo Paris, Hitotsubashi University in Tokyo and the University of Innsbruck. She has consulted for the European Commission, the Ministry of Foreign Affairs of Spain, the Office of the Prime Minister of Finland, the Ministry of International Trade and Industry of Japan, and has advised the European Economic and Social Committee (EESC) and the European Parliament as well as civil society organisations like Transparency International, Democracy Reporting, Civil Forum for Asset Recovery and Small Arms Survey. Rosario SERRA CRISTÓBAL is Full-Professor of Constitutional Law at the University of Valencia (Spain) and has a Ph. D. in Law (University of Valencia, 1997). She is Associate Dean of the Faculty of Law, Valencia. She is member of the Human Rights Institute of the same University, and member of the International Association of Constitutional Law (IACL) and of the Spanish Association of Constitutional Law (ACE). In 2018 she was awarded the prize of academic excellence by the Social Council of the University of Valencia. From 1994 she has been member of several R&D projects with public financial support (and she was Project Leader of two of them) on European Union, Relations between regions and the European Union, the Principle of Equality, Regional Parliaments, Latin-American constitutionalism, Women and politics, Intersectional Discrimination, Social Rights within the economic crisis, and Trafficking.
