The 2025 study by the Chair of the Gender Digital Divide at the University of Valencia, “Digitalisation of Natural Disaster Management: An Inclusive Gender Analysis”, examines how digital technologies are used in emergency management, with particular attention to natural disasters such as the DANA that occurred in October 2024. The report incorporates an inclusive gender perspective in analysing the needs, challenges and technological solutions applied in crisis contexts.

The study is based on the premise that digitalisation can be a key tool for management and reconstruction after extreme events, but that its impact and effectiveness are not gender-neutral. Through a qualitative methodology, including interviews with affected people, emergency professionals, experts in digital technology and community agents, the report identifies barriers, technological needs and proposals for the design of digital tools that respond in an equitable and inclusive way to the differentiated realities of women, men and other social groups during the phases of emergency and reconstruction.
