The Chair for the Valencian Public Social Services System organises the Social Services International Congress, Servicios Esenciales "Social Services, Essential Services in the Context of Social Emergencies"
The Chair for the Valencian Public Social Services System is organising on October 2025 the International Congress of Social Services: Servicios Esenciales (Essential Services). This event seeks to reflect upon and debate about the strategic role of Social Services in a global context of increasing vulnerability and interdependence, marked by crisis, climate emergencies, geopolitical conflicts, forced migrations and profound social inequalities. Social Services have proven again and again to be much more than just a support network, they have consolidated as the fourth pillar of the Welfare State together with Health, Education and Retirement Funds.
Under the slogan “Essential Social Services in a context of social emergencies”, the congress will address four main themes:
- Emergencies in Social Services
- Social Services – Primary care
- Social Services – Secondary care
- Training and research in Social Services
During emergency situations, the Social Services do not only intervene rapidly to protect everyone, but also act as a system of social accompaniment, emotional support and community recovery. They are the public infrastructure that sustain daily life when everything else crumbles. This congress is born with the objective of recognising, strengthening and making more visible this strategic role. We want to generate a meeting, learning and shared construction space in which professionals, users, researcher, public officials and third sector entities could re-evaluate the Social Services as a key tool of anticipation, care and social reconstruction when facing current and future emergencies.
