12th International Humanitarian Law Sessions ‘Human rights, civil population and armed conflicts’

With the title ‘Human rights, civil population and armed conflicts’ are held the 12th International Humanitarian Law Sessions on 19 and 20 December 2022, organised by the UV Institute of Human Rights. The location for the sessions will be the graduate hall of the Public International Law Department (Faculty of Law, Tarongers Campus).

According to professor Consuelo Ramón, co-director of the sessions, ‘Putin’s invasion of Ukraine, to which there doesn’t seem to be an end, has generated, over all, geopolitical changes of great magnitude that modify the power dynamics between the two competitors towards the hegemony for international relations, question the respect for the values and principles of liberal democracy and question the validity of the normative and institutional system that regulates international relations from the UN’. This war, she adds, ‘entails a generalised violation of the rules and principles of the international humanitarian law and, in particular, the rights of the civil population. This is the main subject of debate for the conference. Furthermore, other topics will be discussed such as the impact of climate change in relation with the human trafficking phenomenon, the international protection mechanisms of migrant women, or the protection of the historical-artistic heritage’.

The Sessions will be started at 10:30am by the Dean of the Faculty of Law, Javier Palao, and the Sessions directors Consuelo Ramón and Roberto Pérez Salom. The opening conference, titled ‘The Compatibility of the Use of Certain Means of Combat in the Russian-Ukrainian Conflict with International Humanitarian Law’ will be given by Romualdo Bermejo García, full-time university professor in International Public Law and International Relations at the University of Freiburg (Switzerland). While the closing conference will be about ‘The mechanisms of Islamist radicalisation and respect for human rights’. Given on Tuesday at 7:30pm by José Carlos Gutiérrez Privat, professor at the Paris Institute of Political Studies (Sciences Po) and member of the Centre of Studies about radicalisation and its treatments (CERT) from the Paris-Diderot University.
