European project POOL-TSPs: Adoption of the eInvoicing Directive through interconnected platforms of European Trust Service Providers

The University of Valencia coordinates, through the IRTIC, the European project “POOL-TSPs: Adoption of the eInvoicing Directive through interconnected platforms of European Trust Service Providers” (INEA/CEF/ICT/A2017/1560946), co-financed by the European Union's Connecting Europe Facility, to support the eInvoicing providers of the project consortium, to meet the European Standard (EN) on electronic invoice for cross-border transactions according to the Directive 2014/55/EU. In this sense, the EDI providers prepare their existing eInvoicing solutions to the EN, promoting the cross-border transactions between their thousands of clients around all Europe.

The POOL-TSPs project, which began on 01/07/2018 and will end on 30/06/2019, has as main objective to upgrade 10 eInvoicing solutions (EDI providers which are certified PEPPOL Access Points) to comply with the European Standard (EN) on electronic invoice for cross-border transactions according to the Directive 2014/55/EU (eInvoicing Directive). The eInvoicing platform implementations will be carried out separately for each EDI provider.

 

Moreover, 10 PEPPOL Access Points (based on AS4 eSENS profile) operated by the beneficiaries of this Action will be adapted, tested and validated in order to enable the use of both syntaxes (UBL 2.1 and CEFACT/CII) corresponding to the EN when exchanging invoices via the Access Points complaint with AS4 eSENS profile. This action does not include the setup of AS4 e-SENS Access Points as those are already funded by other ongoing CEF actions (2016-EU-IA-0063 for Officient, Aksesspunkt, Unimaze and eConnect, 2017-EU-IA-0103 for Babelway and Datajust, 2017-EU-IA-0104 for EDI Factory/Celtrino, Advalvas).

 

Upon the completion of the implementation, the beneficiaries will carry out interoperability and eInvoicing conformance tests. Communication activities will be also carried out to disseminate the project results at European level and from both the consortium and each entity perspective.

 

The University of Valencia, which coordinates the Project, will be responsible for the project administrative and financial management, knowledge management & quality assurance and preparation of the final report, with LMT.

It will also take care of the legal and technical requirements analysis: review the results of the previous actions to collect all the requirements needed for the use of the European standard on electronic invoice according to the specific needs of the eInvoicing providers of this consortium.

The acquired knowledge related to the technical specifications for the integration of the European standard and also related to the AS4-eSENS implementation for a CEF eDelivery Access Point will be transferred to all participants during online training sessions. This task will also provide a framework to develop and coordinate a common strategy for the definition of the solutions that each participant will implement in its own system. LMT and UVEG will have online meetings with each eInvoicing provider to define each implementation strategy. It includes the design of the software solution aligned with the scope of this action in building on previous knowledge from previous task Each EDI provider will present an individual report with the implementation design.

The University of Valencia and LMT lead, in addition, the Connectivity tests among the Aps: This task will promote the first connectivity tests among the Access Points of the consortium. It includes the exchange of information about their APs (certificates, endpoints, contact person, etc) as a prerequisite to run the consortium interoperability tests of activity 5. LMT will review the status of each AP and coordinate these first tests, only allowing an AP to start the consortium interoperability tests (under Activity 5) once the evidences presented are satisfactory (e.g. approval of CEF connectivity tests and the proof that the AP is in production).

 

Finally, they are also in charge of the action of communication, exploitation plan and dissemination: This activity will prepare and execute action plan for the dissemination and the exploitation of the project results at European level and from both the consortium and each entity perspective.

 

The project has a total budget of € 2,148,132 and a EU CEF contribution of € 1,611,099.
