Dr. Francisco Alonso, Director of INTRAS, participated in the rally in support of the manifesto promoted by the Road Safety 2021-2030 collective, which took place in Madrid on November 5, 2021.

Representatives of fifty major organizations, institutions, associations and different companies in the road safety sector have expressed their rejection of the wording of Article 62 of the Law on Traffic, Circulation of Motor Vehicles and Road Safety, approved by the Interior Committee of the Congress of Deputies, and which is now going through the legislative process in the Senate.

In support of the manifesto promoted by the Road Safety 2021-2030 collective, Luis Montoro, Full Professor of Road Safety, points out that, "in relation to the training of drivers in the third additional provision approved in the Interior Commission, there is no mention of the term "mandatory" or the implementation of awareness courses prior to obtaining a driver's license, as we requested to the Road Safety Commission of the Congress of Deputies, something that is recommended both by European regulations and by researchers, is positively valued by society according to surveys and is what is done in European countries".

Dr. Alonso adds that "the implementation of awareness and sensitization courses prior to obtaining a driving license, which should not be confused with those of the points-based license, is an attempt to alleviate in Spain the lack of mandatory theoretical hours to obtain a driving license, as is already the case in 80% of European countries, and to be able to work on road safety and risk perception before driving begins".

This change in the Road Safety Law takes place in the context of a new Decade of Action for Road Safety, promoted by the United Nations resolution 74/299 for 2021-2030, whose aim is to reduce by half the number of victims of road crashes, an objective to which the Minister of the Interior has committed himself. Training is one of the best strategies to achieve this.
