Led by the international consulting firm AECOM, Econcult participates with professors Pau Rausell and Raúl Abeledo in a consortium (together with the French consultancy Dedale and the Luxembourger PROMAN) that has been awarded, by public tender, the technical assistance contract for the programme to support the creative industries and the governance of culture in Burkina Faso. The call is launched under the EU external funding programmes (11e FED CRIS project No. FED/2017/040-935) and aims to create a cultural development dynamic, based on the common values of the Burkinabe people, the entrepreneurial skills and creativity of the actors. The specific objectives concern, on the one hand, the improvement of job creation in priority sectors (image, performing arts, crafts and design), the drivers of cultural industries and, on the other hand, the contribution to the strengthening of the cultural governance of the Ministry of Culture, Arts and Tourism (MCAT) and cultural decentralisation at regional level.
The programme includes technical assistance and three grant agreements in favour of the MCAT, the Cultural and Tourism Development Fund (CTDF) and the Hauts-Bassins Regional Directorate for Culture, Arts and Tourism, in collaboration with the Hauts-Bassins Regional Council.
The functions of Econcult's researchers are, based on their experience in the field of cultural planning, to provide short- and long-term technical assistance services.
The provision of technical assistance includes two main long-term experts: a head of mission, an economist at the MCAT, and a financial expert at the CTDF. The provision of short-term expertise, estimated at 300 days per person, involves providing support to the MCAT (research methodologies, surveys, data banks, analysis, strategic planning, economics of cultural and creative industries, structuring and functioning of sectors, creation, production, dissemination of cultural works and goods, communication and marketing strategies for cultural products and professional organisations). The total value of the tender is approximately 1.8 million euros. This is the first time that Econcult participates in a project in Sub-Saharan Africa, proving the internationalisation process of the research unit of the Universitat de València.
